David Madden, the Air Force's GPS Wing commander.Some 60 satellites have been launched for the system over the past three decades, initially testing the concept and later assembling the operational grid in use today.And now the Air Force has successfully launched the first spacecraft in the Block 2F series, a new breed of GPS satellite that features even higher accuracy, enhanced internal clocks, longer life and reprogrammable onboard processors to evolve with future needs."GPS 2F will increase the signal power, precision and capacity of the system, and form the core of the GPS constellation for years to come," said Madden.A United Launch Alliance Delta 4 rocket, flying in its Medium+ variant equipped with a pair of solid-fuel strap-on motors, roared into Cape Canaveral's nighttime sky at 11:00 p.m. EDT carrying the GPS 2F-1 satellite nestled in its nose cone.Unlike GPS launches over the past 20 years that relied on Delta 2 rockets for delivery into orbit, the new-generation 2F satellites also got upgraded to the larger, more capable Delta 4 and Atlas 5 fleets of boosters in the Air Force's Evolved Expendable Launch Vehicle program. Although the Delta 2 was highly reliable, it wasn't powerful enough to inject the GPS satellites directly into the orbiting constellation. The birds needed their own kick motor and several days to reach the desired destination.That all changed Thursday night when the Delta 4's upper stage performed three firings that methodically hauled the GPS 2F-1 satellite into a circular orbit 11,000 nautical miles above the planet. "GPS 2F is the culmination of our deep experience with 39 successful satellites from previous missions, representing more than 30 years of teamwork with the Air Force.""Normally when you are launching the first-of-a-kind satellite you'd be really worried because it's a system that's more complex than the last generation. In this case, we've added capability but it's built on a foundation of success from the 2A program, which was a massively successful program," Madden said.Today's GPS constellation is comprised of 30 functioning satellites, including 11 Block 2A's made by Boeing, 12 2R's and 7 2R-Modernized spacecraft built by Lockheed Martin. Their ages range from the teens to less than a year old."The current GPS constellation has the most satellites and the greatest capability ever. We're committed to maintaining our current level of service, as well as striving to improve service and capability through on-going modernization efforts," Madden said."The U.S. Air Force and Air Force Space Command have been diligent stewards of GPS since its conception in the 1970s and continue its commitment to this critical component of our national infrastructure."GPS satellites emit continuous navigation signals that allow users to find their position in latitude, longitude and altitude and determine time. Credit: BoeingGround controllers expect to have the 2F-1 satellite checked out and ready for use in 90 to 120 days, the Air Force says.The new GPS 2F-1 spacecraft take over the Plane B, Slot 2 location of the network, considered one of the primary positions in the constellation that is divided into six orbital groupings with multiple satellites flying in each.The craft will take the position presently held by the GPS 2A-27 satellite, which was launched in September 1996 and has exceeded its expected lifetime. It will be relocated as part of the Air Force's efforts to spread out the available satellites and increase coverage.That particular slot was supposed to be occupied by the GPS 2R-20 satellite after it launched in March 2009. But an interference problem with a test payload aboard the craft prevented it from entering service as scheduled.Getting to Thursday's launch, which was years in the making, took much longer than planners of the Block 2F program ever imagined."We've had some growing pains with the 2F, but our industry and government teams have overcome every obstacle that's been thrown our way as we've maintained our focus on mission assurance," said Madden."Over the years, requirements changes, contractor technical challenges, a change in factory location and a increased emphasis on mission assurance have driven changes to the launch schedule. In the end, the changes over the years will give global users better capabilities and improve our confidence in the day-to-day and end-of-life performance," the Global Positioning Systems Wing said.Since sustaining the constellation is the main purpose for the GPS 2F satellites, the upcoming launches will be scheduled when fresh spacecraft are needed."There are too many variables to accurately predict when the entire Block 2F fleet will arrive on-orbit," the Wing says.The Air Force could launch the GPS 2F-2 satellite in November or December using an Atlas 5 rocket from Cape Canaveral."Constellation health and launch vehicle availability will dictate this and the remaining GPS 2F launches," the Wing said. Love reported during a spacewalk Monday that he had noticed a small crater, possibly due to impact with space debris, in the handrail.Over the past several months, flight controllers have been concerned about small tears in the gloves used by spacewalkers, apparently caused by rubbing across a rough surface somewhere on the station. As a precaution, all spacewalking astronauts now pause periodically to inspect their gloves and wear bulky overgloves, when possible, as an additional precaution.To find out if "Love crater" might be responsible for at least some of the previous glove damage, Walheim and Love rubbed an improvised tool across the damage site featuring a spare suit glove wrapped around a socket wrench.Veteran spacewalker Jerry Ross, in mission control at the Johnson Space Center in Houston, told Walheim to "draw it across the crater site to see if you're getting any significant snaring or tearing ... as you do it.""I can feel a little bit of rough," Walheim reported. NASA now says data from just one sensor was suspect.Launch director Mike Leinbach scrubbed today's planned launch of the shuttle Discovery two-and-a-half hours before takeoff time because of data indicating one of four hydrogen fuel flow sensors in the ship's external tank was not operating properly in a test.NASA's flight rules require all four to be working normally for a countdown to proceed because the sensors control how the ship's main engines shut down when the shuttle reaches space. In certain failure scenarios, the engines could run the tank dry - or shut down early - leading to potential catastrophic failures.It was not clear what caused today's problem, but the sensor system has encountered unusual trouble in recent weeks, possibly due to suspect transisters in an electronics "black box" in Discovery's aft compartment. The so-called "point sensor box" aboard Discovery included eight transisters from a suspect lot, sources said.Discovery commander Eileen Collins and her six crewmates - pilot James Kelly, flight engineer Stephen Robinson, Andrew Thomas, Wendy Lawrence, Charles Camarda and Japanese astronaut Soichi Noguchi - were in the process of strapping in when Leinbach radioed the bad news at 1:32 p.m."The vehicle, the ECO sensors, for some reason did not behave today, so we are going to have to scrub this launch attempt," he said. "So once we develop our scrub-turnaround plan we'll get that back to you. I appreciate all we have been through together, but this one is not going to result in a launch attempt today."A new launch target was not immediately announced.It was a frustrating disappointment for Discovery's crew and for thousands of tourists, area residents and the shuttle launch team, which labored virtually around the clock for two-and-a-half years to ready the shuttle for NASA's first flight since the Columbia disaster. Throughout today's smooth running countdown, the primary concern had been the weather, with rain showers popping up across the Kennedy Space Center as launch time approached.It was doubly frustrating to mission managers who thought they had resolved earlier problems with the engine cutoff - ECO - sensors that played a role in a decision to equip Discovery with a fresh fuel tank.NASA originally hoped to launch Discovery in mid May, but the flight was put on hold in the wake of an April 14 fueling test. During that exercise, two of the four sensors in the shuttle's original tank failed to operate properly and the flight rules require four-of-four for launch.The cutoff sensors are used to make sure the shuttle's three main engines do not run out of hydrogen while running, which would cause a potentially catastrophic oxygen-rich shut down."We really don't want the engine to be running at high speed and suddenly run out of fuel," astronaut David Wolf explained from the launch control center. "That can lead to a devastating breakdown of the engine, even uncontained failure of the engine if that should happen."Therefore, we have four sensors on the vehicle and it requires two of those to detect a low-level fuel in order to cut off the engines early before they would run out. This only comes into play in special conditions on the ascent, not a nominal ascent, so it's essentially a backup for a backup situation."While the odds of needing this sensor in flight are low, "in the proper spirit of safety to any really feasible or projectable failure we want a full system, certainly at the point of launch."In the wake of the April 14 tanking test and a subsequent test in May, engineers decided to replace Discovery's external tank with one being prepared for use by the shuttle Atlantis in September. The decision was made because of the sensor issue, because of concerns about ice buildups on a liquid oxygen line and because of a suspect pressure relief valve.Troubleshooting the ECO sensor problem, engineers replaced all of the electrical cabling in Discovery that routes data from the sensors to the shuttle's computers and tore down the point sensor box in the shuttle's engine compartment that routes the data to the computers.The original box was taken out after the April tanking test and disassembled. A box from the shuttle Atlantis was installed for the second tanking test and while it worked normally, it experienced problems later. Engineers tested a sensor box removed from the shuttle Endeavour, which ultimately was installed aboard Discovery. One of the other units will be reassembled, tested and re-installed in Atlantis.The original failure was categorized as an "unexplained anomaly," meaning engineers never fully resolved what triggered the failures. But they were confident the hardware aboard Discovery was ready to go.During a news conference Tuesday, NASA Administrator Michael Griffin said "ECO sensor issues are not so much a matter of the box on Discovery, we think that's good because that box has been put through an entire (testing) cycle and it's good to go. NASA's launch rules require allfour sensors to be operating properly for a countdown to proceed.Ed Mango, a senior NASA manager helping oversee the troubleshooting work,said engineers are about two thirds of the way through a detailed series oftests and inspections at the launch pad, work that should be wrapped up byWednesday. Other teams are wrapping up reviews of past sensor performance,failure modes, possible fixes and the rationale behind NASA's current"four-of-four" sensor launch rule.If engineers track down the problem in the next two days, they willeither make repairs or, if that's not possible, attempt to prove the flawwill not affect any of the other sensors. Under the former scenario, NASAcould stick with the current four-of-four sensor rule and launch Discoveryat 10:39 a.m. EDT (1439 GMT) Tuesday.Under the latter scenario, agency managers could amend the sensor rule topermit a launching with three-of-four operational sensors. "To date we have not found it, so we're not able tofix it."The next step, if we are unfortunate in the next 24 to 48 hours, isto consider going to cryogenic temperatures, that is to say, reload theexternal tank and see what happens at those cryogenic temperatures. We'regoing to let the team concentrate on the ambient testing and see if they canfind something in the next couple of days."But if nothing turns up, "then we need to go to the next level and that'sthe cryogenic-level testing," Hale said.It is possible that the ultra-low temperatures of the supercoldpropellants played a role in the sensor problem, perhaps by causing a wireor a connector to contract enough to open a circuit. That is the type offailure that might not show up during tests at ambient temperatures. But itmight show up during a fueling test."Today at the mission management team, we reviewed the timelines tosupport that and we think the next opportunity to tank the vehicle would beno earlier than Tuesday, the 26th," Hale said. "There is some debate as towhether or not we could, in fact, do the kinds of tests we need to do atcryo temperatures in a launch countdown and go ahead and launch that day, orwhether we need to do a test, detank, recycle and think about the data."So that decision is before us," Hale said. "But the next tanking wouldbe no earlier than Tuesday. Again, hopefully in the next 24 or 48 hours wewill find the glitch that's got us all confused, or frustrated, or find youradjective, and be able to fix it and go forward."The four hydrogen engine cutoff - ECO - sensors are part of a backupsystem that ensures the shuttle's main engines shut down properly beforerunning out of fuel. An operating shuttle main engine likely would tearitself apart if it simply ran out of gas (for detailed background on how thesensors operate, graphics showing their location and a chronology ofDiscovery's sensor problems to date, see the CBS News/Spaceflight Now ECOsensor page .)While the consequences are extreme, multiple failures would be requiredfor the worst-case scenario to play out: A major malfunction of some sortwould have to affect engine performance and then three of the four ECOsensors would have to fail "wet," indicating the presence of rocket fuelwhen, in fact, the tank was dry.The odds of such multiple failures are remote, unless some sort ofgeneric problem is lurking in the system. But in the absence of an obviousfault in the sensor No. 2 circuit, that's a major question mark as thisweek's testing continues.Another major question mark is how NASA, in the wake of the Columbiadisaster, might ultimately justify changing a launch commit criteria in theheat of a launch campaign, when managers are under considerable self-imposedpressure to get the shuttle back into space as soon as possible.Discovery's launch window is defined primarily by the international spacestation's orbit and a requirement to launch the first two post-Columbiaflights in daylight. NASA wants good lighting at launch and when theexternal tank separates half a world away for photography showing thecondition of the shuttle and the external tank.The current launch window closes July 31. The next window opens Sept. 9and the year's final window opens in November. Agency managers are lookinginto the possibility of extending the July window through Aug. 4 by relaxingthe orbital lighting requirements for photographing the tank after itseparates from the shuttle.Hale said today he was aware some observers might get the impression theoptions under discussion show NASA has "go fever," especially given thediscussion about re-evaluating the rationale behind the ECO sensor launchrule and talk of extending the launch window. But he insisted safety is theagency's top priority and that it only made sense to preserve launch optionswhile troubleshooting continues.As it turns out, NASA's original launch commit criteria called forthree-of-four operational ECO sensors. But in the wake of the Challengerdisaster, a review of shuttle systems revealed that two of the sensors werepowered or controlled by a single component in an electronic black box"upstream" of the sensor system. Because the failure of that component couldtake down two sensors, the rule was changed to require four-of-four atlaunch.A modification was proposed several years ago and implemented duringDiscovery's last major overhaul, eliminating the single-point failure mode.This will be the first flight for the modification. In the downtime afterthe 2003 Columbia disaster, engineers discussed changing the LCC back tothree-of-four, but ultimately decided to let the rule stand as is."The discussion which we had briefly before getting into the launch countis, are we ready to go back to three-of-four as the launch commit criteria?"Hale explained today. "And folks said, we're really busy trying to return toflight, we've got a lot of work on our plate that requires some seriousthought, let us not make that change for the first flight. We'll think aboutit downstream."Well, now everybody's interested in that. So we're thinking about that."In the absence of an obvious problem with an equally obvious solution,NASA may be forced to amend the four-of-four rule to get Discovery off theground during the current launch window. For now, however, the launch teamis simply keeping its options open while the testing plays out at pad 39B."What we're doing right now is, we're preserving the opportunity that ifwe found something in the troubleshooting that's ongoing today, if somethingjumped out and we said there's the problem, then that tanking test wouldactually be the launch countdown and we would go on the 26th," said shuttleprogram manager Bill Parsons."What we're saying, though, is if we haven't found anything by then andthis technical community comes back and says look, we need to make a fewchanges, or we want to put instrumentation in the orbiter and we think weneed to do a tanking test, then the 26th becomes that tanking test."What we're doing is, we're preserving schedule," Parsons said. "We'retrying to keep this on schedule as much as we can right now and preserve ouroptions until the last opportunity. The tanking test we would do would be ina countdown configuration. Credit: NASA/Bill IngallsWith forecasters predicting a 90 percent chance of acceptable weather, the two-stage 133-foot-tall Antares was scheduled for launch from the Mid-Atlantic Regional Spaceport at NASA's Wallops Island Flight Facility on the Virginia coast at 12:52 p.m. EDT (GMT-4) Sunday, the opening of a five-minute launch window."We're very proud and pleased to be back here at Wallops again, conducting this operation leading up to the launch of Antares," said Frank Culbertson, a former shuttle commander who serves as Orbital's vice president and general manager of advanced programs. "We're real proud to be part of the team that is keeping the station flying and providing the crew with the cargo and research they need." Orbital engineers had hoped to launch the rocket and its company-developed Cygnus cargo ship Friday, but the flight was delayed through the weekend by severe weather that interrupted ground processing.Assuming an on-time launch Sunday, the uncrewed Cygnus capsule will reach the space station early Wednesday, pulling up to within about 30 feet and then standing by while the lab's robot arm locks on to pull it in for berthing at the Earth-facing port of the forward Harmony module.The spacecraft is loaded with 3,669 pounds of crew supplies, including food for the lab's crew, spare parts and other station hardware, science equipment, spacewalk components and computer hardware.The science equipment includes a variety of student experiments, supplies for NASA's Human Research Facility, igniters for the station's combustion test facility and a Japanese experiment that will study Marangoni convection, a type of heat transfer between solids and liquids that could lead to improvements in microgravity life support systems.Also on board: 28 small satellites -- nanosats -- built by Planet Labs of San Francisco, part of a growing fleet of "Dove" spacecraft being tested in a commercial venture to continuously photograph the Earth. After it is unloaded and re-packed with trash and no-longer-needed equipment, the cargo ship will be released to burn up in Earth's atmosphere. Before re-entry, Orbital flight controllers plan to test new rendezvous equipment and procedures intended to allow Cygnus capsules to remain aloft for extended periods, enabling research after the spacecraft leave the station.This will be Orbital's second operational station resupply mission -- Orb-2 -- under a $1.9 billion commercial contract with NASA calling for eight flights through 2016 to deliver some 40,000 pounds of supplies and equipment. SpaceX holds a similar $1.6 billion contract covering 12 resupply flights to deliver 44,000 pounds of cargo.SpaceX has carried out three resupply missions to date with a fourth on tap in September and a fifth in December. Orbital plans its third resupply flight in October with two more on tap next year.This week's Antares launching originally was planned for May, but the flight was delayed to early June, at NASA's request, because of conflicts with other station traffic. Then, on May 22, a first-stage engine being test fired for an Antares/Cygnus resupply flight next year suffered a catastrophic failure 30 seconds into a planned 54-second burn. The engine was destroyed, and the planned June flight was put on hold pending an investigation.The Antares first stage is powered by two AJ26 engines supplied by Aerojet Rocketdyne. The engines originally were developed for the Soviet Union's ill-fated N-1 moon rocket. When that program was cancelled after multiple launch failures, the engines were stockpiled and in the 1990s, Aerojet bought about 40 of the powerplants and modified them for use aboard U.S. rockets.The May 22 test failure "obviously sparked a very thorough investigation led by Aerojet Rocketdyne, our engine supplier, supported fully by Orbital with a lot of help by NASA," said Mike Pinkston, Orbital's Antares program manager. "That was a lengthy process and the primary source of the delay from the early part of June to where we are today."The failure investigation is not yet complete and no details have been provided to the media. But the engines scheduled for use Sunday were cleared for flight after internal boroscope inspections and a review of data collected during their own test firings earlier."We saw what we needed to see with that and with the fact that these engines successfully passed the same acceptance process, not only here in the United States, but also twice after original manufacture in Russia," Pinkston said. "They've got a lot of test time on them. Hopkins was assigned the job of detaching the robot arm from Cygnus.Moments later, astronauts inside the space station sent commands for the Cygnus spacecraft to fire thrusters and fly away from the complex. It cleared the space station's "keep out" sphere, an imaginary safety zone around the outpost, a few minutes after separating from the robot arm.The Cygnus vehicle's pressurized logistics module is packed with bags of trash and unnecessary gear loaded by the space station's six-person crew. "I want to make that very clear. The shuttlelaunch date for the next shuttle flight has been, in the lingo that theEastern Range uses, 'indeterminate' since the foam incident on STS-114."We are, however, working toward technical solutions of our problems. ...We have a number of critical things ahead of us that we have to evaluatebefore we set an official launch schedule. However, based on the discussionsthat we had at the program board yesterday, it appears that the May launchwindow is something that we can begin to work toward now."The launch window opens May 3 and closes May 23. The next window runsfrom July 1 through July 20 and the next window after that opens Aug. 28 andcloses Sept. 14. The launch windows are based the shuttle's ability to reachthe international space station and on a requirement to launch, and have theexternal tank separate, in daylight for photo documentation.When Discovery blasted off in July, NASA had hoped to launch the secondpost-Columbia mission in September. But during the shuttle's climb to space,relatively large pieces of foam insulation fell away from five areas of thetank, including a potentially dangerous chunk from a so-called protuberanceair load, or PAL, ramp. The PAL ramp is a long aerodynamic barrier made upof hand-sprayed foam designed to smooth the flow of supersonic air across anexternal cable tray and two pressurization lines.In the wake of Discovery's launch on mission STS-114, shuttle flightswere put on hold. NASA managers did not announce a new target date for thesecond post-Columbia flight beyond saying launches would be delayed until atleast next March.Then came Hurricane Katrina, which devastated New Orleans and the GulfCoast. Lockheed Martin processes shuttle external tanks at its MichoudAssembly Facility near New Orleans and while damage was surprisingly slight,the 2,000-member workforce was seriously impacted.Hale said today the storm and its aftermath set tank processing back atleast three months. Some five hundred workers are back on the job atMichoud, but the full work force is not expected back on station until earlyDecember.Even so, Hale said engineers are optimistic they will nail down thecauses of the foam shedding in time to support a May launch."We are at the point where we believe we have an understanding of theparameters of those problems well enough in hand so we can get internalworking schedules to the rest of our elements," Hale said. "Of course, anyschedule we have is going to be critically dependent on the work that goeson at Michoud. And that's why the discussion of the work force and the workforce returning to Michoud is critical to our scheduling effort. We believewe understand how that is going to take place over the next few weeks."Richard Gilbrech led a "tiger team" of engineers charged with assessingthe foam issue. He said today the team focused on three areas: the launchenvironment, that is, the forces acting on the foam during ascent; thematerials used in the foam; and the way the foam was applied, removed forsubsequent modifications and re-applied.The launch environment was not a factor, the team concluded; the stressesacting on the tank were essentially the same as on previous flights. Thematerials used in the foam also were unchanged from previous flights withone major exception: the PAL ramp foam was made up of BX-265, a foamformulation slightly different from earlier tanks to comply with the latestenvironmental regulations."The third thing we looked at was processing, was there anything in theway this tank was processed that might give us a clue as to why we had lostfoam," Gilbrech said. "The major finding we found was this tank was reworkedto a level none of the other tanks prior had been, and we suspect thathandling damage, or collateral damage - which is basically risk to the foamfrom technicians that have to be there and doing their work - we think is apotential contributor."I want to make it clear that we found no negligence on the part of theworkers at the ET project. They were doing their work per procedure. It'sjust that we didn't really have an appreciation for the significance thishandling damage could have in terms of foam loss."The PAL ramp foam debris was the largest chunk to fall off Discovery'stank. Engineers believe it probably was the result of a combination offactors, including voids in the foam, possible cracks caused by thermalstresses in the ramp foam and the underlying foam it was applied to andinadvertent crush damage caused by engineers and technicians at Michoudworking near the area during processing.But Gilbrech said engineers do not believe "crushed foam alone could havebeen the cause of the foam coming off. We believe it was potentially acombination of (factors)."Said Bill Gerstenmaier, chief of space operations at NASA headquarters:"I think it's really wrong to try to pick out one potential root cause andsay that's the underlying problem or that's the smoking gun. Foam is verycomplicated. The failure mechanism is likely some combination of things andit's really wrong to try to pick out one and then try to focus all yourefforts on that. That will actually set you 8up for more problems in thefuture."The foam that doomed Columbia came off another aerodynamic ramp intendedto keep ice from forming around the two bipod struts that attach the nose ofthe shuttle to the tank. The ramps were removed for Discovery's flight andreplaced with heater strips. Surprisingly, foam popped away from thenow-rampless bipod area during Discovery's launch.As it turns out, engineers believe air inside the heater wiring channelcondensed due to the ultra-low temperatures of the tank. The liquid nitrogenthen changed back into a gas during launch and popped off overlying foam.Changes are planned to eliminate that threat in the future.Another area of foam loss during Discovery's flight was from so-calledice-frost ramps, foam that covers the attachment fittings holdingpressurization lines in place. Engineers may resolve that problem bydrilling small holes in the foam, allowing pathways for trapped air toescape. This technique already is used elsewhere on the tank.Foam also fell away from a flange area near the top of the hydrogensection of the tank and from the broad acreage foam covering most of thetank's exterior. Gilbrech said the intertank flange foam may have separatedbecause of previous work in that area, but he did not specify what might bethe cause of the acreage foam loss other than to say tests were beingdesigned to resolve the issue.The tank intended for the next shuttle flight is ET-119, which wasrecently shipped back to Michoud from the Kennedy Space Center. It currentlyis undergoing extensive inspections and X-ray analysis. The PAL rampseventually will be removed, sliced every eighth of an inch to look forvoids. They will be replaced using improved techniques with special caretaken to ensure no inadvertent damage."That tank we have to do a number of things to, at the minimum removingand replacing the PAL ramps, re-working the bipod closeout area where wethink the wire may have actually allowed cryogenic ingestion of air tocondense in an area," Hale said. "We have a number of things that we've gotto do before we're ready to do that work."But Hale repeated that he is optimistic about making the May window."I think we have done enough analytical work to lay out a series of teststhat over the next couple of months are going to give us a very clear andconvincing understanding of why we lost the foam that we did on the externaltank and allow us to design new techniques that will allow us to re-applyfoam in areas in such a way that it won't come off even from some of thesevery complex interconnected causes. So we're addressing all those."What has taken us from July until October, if you want to think aboutit, is to come to that level of understanding of the work that's got to goforward to provide an engineering, rigorous understanding of the causes andsolutions to foam coming off. Shuttle program manager Wayne Hale made the decision Tuesday, after two days of detailed engineering discussions, even though the issue was not an open-and-shut case and even though the sensor in question may be good enough to fly. In the end, Hale decided to err on the side of caution in a bid to resolve, once and for all, questions about the sensors that have lingered since Discovery's launch on the first post-Columbia mission last July."This was not an easy decision," Hale told reporters late today. "We had quite an interesting debate, pros and cons, looked at every possible way around this and finally concluded it was far smarter for us to be conservative and to take the safe route and replace the sensors that are in the tank."That will take us about three weeks of work and that, of course, will move us out of the May launch window for STS-121. NASA currently is conducting wind tunnel tests to make sure changes to the tank's insulation are safe and Hale said today he does not yet have enough data to make a final decision.But assuming the foam modifications are good to go, Discovery must be launched in daylight for photo-documentation to verify the insulation's performance. Because the shuttle is flying to the space station, it must launch into the plane of the lab's orbit and that, coupled with a daylight launch constraint and other factors, limits when NASA can make a launch attempt. The next "window" opens July 1 and closes July 19."We, in fact, will be ready, we think, with the vehicle before July 1, but we are dedicated to launching in the daylight so we can watch what happens to the external tank and the rest of the flight vehicle during the daylight for at least two more flights, STS-121 and the subsequent STS-115," Hale said. "So we are aiming now for July 1."The new launch date will give NASA time to resolve a variety of other challenging issues, including analysis of the foam modifications, what to do about main propulsion system (MPS ) contamination, what to do about MPS seals that may not meet specifications and recent damage to the shuttle's robot arm that could force NASA to use one taken from Endeavour. Given the launch delay, however, NASA may be able to fix Discovery's arm in time for launch in July.The ECO sensors are located at the base of the hydrogen section of the shuttle's huge external tank. The sensors are part of a backup system intended to make sure the shuttle's three main engines shut down before they completely drain the tank. Running the tank dry could cause powerful turbopumps to cavitate and fail, with potentially catastrophic results.The sensors use platinum wires whose electrical resistance depends on temperature. When the sensors are submerged in ultra-cold liquid hydrogen, resistance is extremely low. As the fuel level drops and the sensors become exposed, the temperature - and resistance - goes up. The change in resistance is monitored by a so-called point sensor box that, in turn, sends data to the shuttle's flight computers.Sensors can "fail wet" or "fail dry." Failing in the wet state is considered relatively benign because the shuttle is launched with more propellant than it actually needs and because the sensors are, in essence, a backup system. If sensors fail wet, the engines would continue to run and the shuttle's computer system presumably would shut them down on time based on meeting orbital requirements. But if two sensors failed in a dry state, the computers would be misled into believing the tank was nearly empty and the main engines would be ordered to shut down early. Unless it happened extremely late in the climb to space, that could trigger a dangerous, untried abort scenario."Just like your car, you don't want to run it out of gas, that's not a good thing," Hale said. "You'd like to get where you want to go before the tank is completely empty. So the normal planning for a mission allows us to achieve the right orbital conditions - altitude, speed, direction of travel - without running out of propellant. In fact, we load extra fuel on board to make sure that even if we have small variations in the performance of the vehicle during launch, a small reserve is there to make sure we get to that point in the sky without running out of gas."The sensors are there in case we have some kind of performance problem, which we have had twice in the history of the program."In one case - the launch of Challenger on mission STS-51F in July 1985 - a main engine shut down early because of an engine sensor problem, triggering an abort to a lower-than-planned orbit. As a result, the two remaining engines had burn longer than usual to make up the shortfall and the shuttle essentially ran out of gas below the desired altitude. The ECO sensors performed normally and forced engine shut down before the tank was completely dry.The only other instance of ECO sensors playing a role in a flight came in 1999 during launch of the Chandra X-ray Observatory aboard the shuttle Columbia. Because of a hydrogen leak and an electrical short circuit, Columbia's tank was nearly drained and the ECO sensors, once again, came to the rescue."In both cases, the sensors, through the on-board computers, correctly told us that the tank was dry, we were out of fuel and we should shut the engines down," Hale said. "You like to shut the engines down with just a little bit of gas left in the lines to make sure those pumps, that pump the hydrogen and the oxygen into the engines, don't cavitate as they spin down. That's not good for the engines and it can lead to a number of problems, so we have in place these sensors on both the fuel side and the oxygen side."During Discovery's launch campaign last year, however, the ECO sensor system experienced a variety of subtle problems. Engineers were never able to trace the issue to an obvious fault and in the end, shuttle managers opted to replace the fuel tank. Even then, problems remained, but engineers believed the only likely worst-case result would be one sensor failing wet. After a detailed analysis, they approved a plan to launch Discovery with three of four working sensors for a limited set of circumstances. As it turned out, all four sensors worked normally on launch day and Discovery's ascent was uneventful from an ECO sensor standpoint.But NASA launched an extensive engineering evaluation that ultimately made a tentative connection between changes in the resistance of a sensor and possibly loose wiring leading to the detectors. And as it turned out, one sensor in Discovery's current tank - ECO-3 - showed a small two-ohm resistance shift during a test prior to shipment to the Kennedy Space Center.The tank was shipped anyway because a sensor swap-out, if one was ordered, would be easier to carry out with the tank in a vertical position, something not possible at Lockheed Martin's Michoud Assembly Facility near New Orleans."During the course of this investigation over the last several months, they found that there may be a problem in the manufacturing of these sensors and that problem is in the way the wires are attached to these low-level sensors," Hale said. "There is a place that the wires attach to the sensors called a swage fitting. That swage fitting in some sensors that have been removed some time back in the history of the program have been noted to be a little loose and that's caused intermittent readings, varying resistance, in the sensor, which of course is how the sensor tells you whether it's reading a dry or a wet signal."Last year, when we prepared to launch STS-114, we had a high degree of confidence the sensors would only fail, if they were to fail, in the wet reading condition. There is now some body of evidence that would indicate it's possible for the sensors to read erroneously dry when the tank is not, in fact, dry. A predecessor indication that something may be going on in the sensors is a shift in the resistance over time, particularly after the tank has been transported, vibrated, rattled around a little bit."We, in fact, have a sensor in the external tank slated for the next flight that's showing a very small shift in its resistance reading, well within any previously established specification. However, because of the new knowledge we have this year and the ongoing engineering work that's looking at how these sensors work and how they may potentially have problems, we are taking the step of removing the external tank sensors from the bottom of the liquid hydrogen tank, from the tank we're going to use for the next space shuttle flight."The current ECO sensors were manufactured in 1996. The new sensors were built in 2002 and are believed to be immune to the loose wiring/swage fitting phenomenon. Ultimately, Hale said, the ECO sensor decision was driven by safety and the need for engineering forensics, not schedule."This is what we call a criticality 1 (system), life-or-death kind of situation that you want those sensors to work properly, either way," he said. "They can prevent bad things from happening if they work properly and certainly, if they work badly they can cause bad things to happen. So we need to have a good set."To replace the sensors, engineers from the Michoud Assembly Facility, working in the Kennedy Space Center's Vehicle Assembly Building, will remove foam insulation from the very bottom of the tank, unbolt a large manhole cover and get inside the cavernous hydrogen section. Once the new sensors are in place, the manhole cover will be bolted back in place and, after lowering the tank to a horizontal orientation, foam insulation will be re-applied."We hope to take the four sensors that we take out and put them in extensive tests," Hale said. "We want to see if the one sensor that's got this slightly elevated resistance reading really has this problem that the engineering tests say it could potentially have and then, of course, we will look at the other three sensors which were manufactured about the same time in the same facility."We have a number of these sensors in tanks that are still slated to fly. The sensor in question was made 10 years ago, in 1996, and passed all its acceptance tests."The additional six weeks of work "should provide us plenty of time" to wrap up ongoing analysis of foam modifications, as well as a variety of other issues, including what to do about contamination on a liquid oxygen filter screen leading to one of the ship's main engines and questions about critical seals between the engines and the main propulsion system plumbing."I think we'll be in good shape to look forward to a launch about the first of July," Hale said. "I remain optimistic we'll still be able to get three missions in this year, but I don't have the details on where we will fly the next two missions. Credit: NASA/JPLCarolyn Porco, leader of the Cassini camera team, a serious Beatles fan and one of the world's leading authorities on Saturn's ring system, was almost at a loss for words describing her initial impressions of the new vistas opened up by Cassini."I don't think you have to be a ring scientist to imagine what last night was like to us," she said of the spacecraft's arrival in Saturn orbit and the initial batch of ring pictures beamed back to Earth early today. "It was beyond description, it was mind blowing, it was every adjective you could think of."Even though we've had a long time to think about our images ... I'm surprised at how surprised I am at the beauty and the clarity of these images. They are shocking to me. You are going to see some images now, they were so shocking I thought my team here was playing tricks on me and showing me a simulation of the rings and not the rings themselves. It's just utterly remarkable."Cassini snapped 61 black-and-white pictures of Saturn's rings early today after completing a 96-minute rocket firing to brake into orbit around the ringed planet. Program manager Bob Mitchell reported this afternoon that engineering data radioed back from Cassini shows the spacecraft survived two ring plane crossings without incident and that all of its myriad subsystems were in good health and operating normally.Cassini skimmed over the top of the rings as it braked into orbit and shortly after main engine shut down, the spacecraft began carrying out commands to photograph the rings, first from the upper backlit side and then from below, where the thin disk of icy particles was bathed in direct sunlight.Because of Cassini's enormous velocity - 60,000 mph or so at engine cutoff - its cameras were programmed with shutter speeds of five thousandths of a second to prevent blurring. In the minute required to snap a picture, record the data and be ready for another shot, Cassini moved hundreds of miles, preventing researchers from taking overlapping photos or the multiple images required for color.But no one was complaining.    One of the images taken by Cassini from orbit of Saturn shows a close-up view of the planet's rings. Credit: NASA/JPL"The Cassini cameras are far more capable than the Voyager cameras were, which is in large part why these images are so spectacular," Porco said. "The other part, of course, is that the spacecraft gives us a very steady platform. This machine, you turn it, you point it and it stays there. It's like a tripod in space. So it allows us to take very sharp images."Cassini will never again fly so close to the rings and the level of detail the craft's cameras captured was stunning. If there was a central theme to the pictures it was the ubiquitous presence of density waves, regions of alternating brightness and darkness that look like ripples in fine sand. The spacing of the ripples, caused by gravitational interactions with nearby moons, decreases as one moves outward from the planet."This is a telltale sign of a density wave, the wavelengths decreases as you go outward and also the amplitude of the wave damps so you see it disappear," Porco said, describing one picture. "These are characteristics ring scientists read like a book to discern what kind of properties the particles have, how densely they're packed and so on. As I said, this is unprecedented resolution for the imaging experiment."One image showed a density wave thinning out to the right and a so-called bending wave moving to the left across the field of view.In a bending wave, "it's not the number density of particles that is varying, it is literally the height of the ring plane," Porco said. "You can think of the feature on the right as being like corrugated cardboard where the ring is literally warped and its warped because the moons which are exciting that particular wave excite inclination (tilt) in the particle orbits and the particle orbits get phased in such a way that it forms this pattern, which in fact is a spiral pattern."If you followed it around the rings, it would take the spiral form," she said. "These are similar to the spiral arms of spiral galaxies."Describing a blow up of a density wave image, Porco pointed out strange looking structures that "almost looks like straw. I don't know what this is. We think it's real, we see it in other images. ... So it's not some noise pattern in the image."There may be processes going on that make the particles clump on scales that you're seeing here. ... Nonetheless we're seeing something here and I literally don't have a clue. This may be brand new, something no one's ever predicted before."The picture Porco initially thought was a joke was focused on a gap in the outer A ring known as the Encke division, a narrow void swept out by the tiny moon Pan. Along with showing ultra clear views of spiralling density waves on both sides of the gap, the ring material forming the inner edge had a sharply scalloped appearance. Credit: NASA/JPL"It just doesn't look real," Porco marveled. "It's so sharp, the wakes that you see in the interior to the Encke gap, you can see the classic scalloped edges. These are caused by gravitational impulses by Pan - there may be other moons there, we don't know - which force eccentricities in the orbits of the particles on the edge of the gap. With repeated passages of the moon ... it builds up this sinusoidal pattern, this beautiful classic pattern."This is like textbook physics, textbook ring physics right there in one image," she said.At a news conference Porco was asked why the study of Saturn's rings was important."This is standard ring lore, that Saturn's rings especially are our closest analogue of the celestial disk system," she began. "Frank Shu, an astrophysicist, said this many years ago: there are two types of bodies in the universe. There are spheres and there are disks. And under certain circumstances, a sphere can collapse down into a disk and that's what will happen if you have a spherical cloud of debris and the particles are colliding, they lose energy but they preserve angular momentum and they all end up in a plane. That's a very common process and its given rise to lots of disk system."One is Saturn's rings, one was the solar nebula out of which our solar system and the planets formed. Astronomers now see lots of disks around other stars and even reaching way far out in size to the spiral galaxies, they are another disk system. Common physics applies to all of them."So in studying rings, we hope to study processes that go on in disks in general," Porco said. "And so we think we're seeing in Saturn's rings some of the processes that went on in the solar nebula before the planets formed. In fact, we may be seeing some of the processes that actually aided the development of the planets."If one is interested in "understanding where the solar system came from or how it got here, how the planets were formed, then this is the place to go."Ed Weiler, an astronomer by training who serves as NASA's associate administrator for space flight, offered another reason to study Saturn and its rings."When I was growing up, this kind of stuff was science fiction," he said. "We compete with a lot of things: Game Boys, X-Boxes and Play Stations. This isn't science fiction, we actually did this. We're in orbit around another planet taking these kinds of pictures with an incredible machine. We did this. This isn't animation, this isn't PowerPoint, this is real. I like data, and this is real data."So I hope we can excite at least a few more kids in this country to become scientists and engineers. The Cassini spacecraft captured this exquisite natural color view a few days before entering orbit around Saturn.    Credit: NASA/JPL/Space Science InstituteDownload a larger image version The images that make up this composition were obtained from Cassini's vantage point beneath the ring plane with the narrow angle camera on June 21, 2004.  The image was taken at a distance of 6.4 million kilometers (4 million miles) from Saturn.The brightest part of the rings, curving from the upper right to the lower left in the image, is the B ring.  Many bands throughout the B ring have a pronounced sandy color.  Other color variations across the rings can be seen.  Color variations in Saturn's rings have previously been seen in Voyager and Hubble Space Telescope images. Cassini images show that color variations in the rings are more distinct in this viewing geometry than they are when seen from Earth.Saturn's rings are made primarily of water ice. Since pure water ice is white, it is believed that different colors in the rings reflect different amounts of contamination by other materials, such as rock or carbon compounds. In conjunction with information from other Cassini instruments, Cassini images will help scientists determine the composition of Saturn's ring system.In the 1980s, two Voyager spacecraft flew by Saturn as did Pioneer 11 in 1979.  Those fly-by missions raised tantalizing questions that can now be addressed by Cassini's planned four year tour.  Scientists have waited 25 years for an opportunity to answer these questions.?The Cassini-Huygens mission is a cooperative project of NASA, the European Space Agency and the Italian Space Agency. Cassini's closest approach to Saturn's largest satellite is at an altitude of 1200km (746 miles) above the surface at a speed of 6.1 kilometers per second (14,000 mph).Titan has a diameter of 5150 km (3200 miles), so the spacecraft passes within 1.5 Titan radii.This encounter is set up with three maneuvers: the Periapsis Raise Maneuver, and PeriapsisRaise Maneuver cleanups, both of which took place successfully on August 23 andSeptember 7, 2004, respectively; and the Titan minus three day targeting maneuver,scheduled for October 23rd. Titan A is an inbound flyby, with Saturn periapsis occurringabout two days afterwards, on October 28th.During approach to Saturn, and since orbit insertion, the navigation team has engaged innear-daily optical navigation of Titan and Saturn's other satellites in order to refine theirorbit estimates as much as possible. They expect to deliver the orbiter to within 30 km ofthe target altitude at a confidence of 99% (three sigma).Titan A is Cassini's second targeted satellite encounter. The first was Phoebe, on June 11, atan altitude of 2,000 km.ABOUT TITANTitan is a highly complex world and is closer to a terrestrial planet than a moon typical ofthe outer planetary systems. Titan was first seen by the dutch astronomer ChristiaanHuygens (after whom our Titan probe is named) in 1655. Though Galileo was the firstperson ever to observe the disk of Saturn forty-five years earlier, Huygens' telescopeswere more powerful. Huygens was also the first to identify the rings as a flat disc encirclingthe planet without touching it.Not only is Titan the largest of Saturn's satellites, it is also larger than the planets Mercuryand Pluto, and is the second largest satellite in the solar system (only eclipsed byGanymede). It is the only satellite in the solar system with an appreciable atmosphere,composed mostly of Nitrogen, but also contains aerosols and hydrocarbons, includingmethane and ethane. Titan's atmosphere was first confirmed in 1944 when Gerard Kuiperconfirmed the presence of gaseous methane with spectroscopy.Titan's peak surface temperature is about 95 deg K, and surface pressure is 1.6 Earthatmospheres. At this temperature and pressure, many simple chemicals that are present inabundance (methane, ethane, water, ammonia) provide materials in solid, liquid andgaseous form which may interact to create exotic features on the surface. Precipitation,flowing liquids, lakes, eruptions are all possible.Titan orbits Saturn at a distance of just over 20 Saturn radii (1,222,000 km / 759,000 miles)which is far enough to carry the moon in and out of Saturn's magnetosphere. Titan'sorbital period is 16 days, and the orbit has a slight inclination of 0.33 degrees andeccentricity of 0.03. Like most of the major satellites of Saturn, and Earth's moon, Titan istidally locked to the planet, with the same face pointed towards it at all times. Very little isknown about Titan's interior structure, including whether it has its own magnetic field.Titan's surface has been difficult to study, as it is veiled by a dense hydrocarbon haze thatforms in the dense stratosphere as methane is destroyed by sunlight. From the datacollected so far, dark features can be seen crossing the equatorial region of Titan, with alarge bright region near longitude 90 degrees now named "Xanadu", and possibly a largecrater in the northern hemisphere.TITAN-A SCIENCE ACTIVITIESThe Cassini/Huygens project is interested in four broad science themes concerning Titan:its interior stucture, surface characteristics, atmospheric properties, and interaction withSaturn's magnetosphere.Titan A will provide the first in-situ sampling of Titan's atmosphere ever. This willcontribute significantly to atmospheric model updates necessary to validate the 950 kmminimum flyby altitude (and perhaps the Huygens mission profile as well). The sources ofthis improvement will come primarily from INMS data and AACS attitude controltelemetry during the flyby.CAPS will make its first measurements of Titan's upper ionosphere and gather sciencefrom Cassini's first crossing through Titan's plasma wake. They will make both ion andelectron measurements during the flyby, except for the period from about closestapproach -85 to -30 minutes.CIRS will measure the stratospheric temperatures versus pressure (and therefore density),in part to contribute to Huygens mission validation at the altitudes of parachutedeployment.ISS will conduct its first medium and high resolution imaging of Titan, including imaging ofthe Huygens landing site. The cameras will perform distant observations at about 2.7kilometers per pixel, a full-disk color mosaic at about 2 km/pixel, regional to globalmapping of the western bright/dark boundary at 200-600 meters per pixel, and very highresolution imaging of an edge of a bright area at 23-81 meters per pixel.INMS, again, will perform the first ever in situ measurements of Titan's upper atmosphere,to determine the density and composition.MAG will perform a detailed study of Titan's interaction with Saturn's magnetosphereduring the entire flyby, as well as further constrain the possible internal magnetic field ofTitan.MIMI will examine Titan's exosphere with ENA imaging and characterize the ioncomposition and charge state near Titan.RADAR will perform its first Synthetic Aperture Radar (SAR) imaging of Titan's surface, aswell as scatterometry of the Huygens landing site. Scatterometry should provideroughness and solid/liquid discrimination, and radiometry should contribute totemperature mapping.RPWS will take measurements while passing through Titan's ionosphere and contribute tothe understanding of Titan's interaction with Saturn's magnetosphere.UVIS will perform two high resolution scans across Titan to investigate the compositionand distribution of aerosols.VIMS hopes to perform surface composition and fluid feature mapping (lakes, rivers), aswell as see aerosol and cloud structures in the atmosphere, methane fluorescence and lookfor volcanic activity. The flight is known only as the NROL-25 mission.Liftoff is targeted to occur at 3:30 p.m. local time (6:30 p.m. EDT; 2230 GMT). The usable length of the launch window isn't being disclosed to the public in advance, but officials have said liftoff won't occur after 5:15 p.m. local.This new type of radar-imaging satellite follows the previous, albeit larger Lacrosse spacecraft launched by the shuttle Atlantis in 1988 and mighty Titan 4 rockets through 2005. The updated design is smaller and less massive, enabling the craft to fly aboard mid-sized Atlas 5 and Delta 4 rockets.The upper stage of the Delta 4 rocket almost certainly will perform two firings to deliver the payload into a preliminary orbit. The spent stage then executes a deorbit burn to remove itself from space and plunge back into the southern Indian Ocean on its second orbit, also noted in the NOTAMs.The radar satellite will reside in a retrograde orbit tilted 123 degrees relative to the equator, eventually maneuvering itself to an operational altitude of about 685 miles high to pair up with the constellation's first craft.The weather outlook for launch forecasts only a 30 percent chance of acceptable conditions for the liftoff time. All four mustbe operational for a countdown to proceed.NASA ran into problems with the engine cutoff - ECO - sensors andassociated electronics earlier this year, trigging extensive tests andtroubleshooting (see below for details about sensor operation and logic).Engineers never succeeded in duplicating the problem or identifying whatcaused it. Instead, they replaced virtually all of the cables, connectorsand the so-called point sensor box in the shuttle's engine compartment thatrelays sensor data to the ship's computers.Still, NASA went into Discovery's countdown with the sensor problemcharacterized as an "unexplained anomaly." As the countdown cutoffdemonstrated, the problem was aptly named (see below for a chronology of theECO sensor issue with Discovery).John Muratore, a senior manager and troubleshooter based at the JohnsonSpace Center in Houston, said 12 teams of experts are studying the problem"very diligently to try to understand what are the set of conditions thatare causing this problem so we can recreate it, isolate it and eliminate itfrom the system.""To do that, we have 12 teams of people working across the country,they're going to work all weekend," he said. "We have engineering tag-upsscheduled Saturday, Sunday, Monday, and we're planning to go basically everyday until we have got the problem identified and isolated and a solution inwork."    Discovery's next launch opportunity is not known. Credit: NASA-KSCAsked if he was optimistic about a quick fix in light of the team'sfailure to solve the original sensor problem, Hale said he remains "veryhopeful because we're taking this troubleshooting to a significantly higherlevel than we took it the first time.""The first time through, we didn't involve nearly as many folks, wedidn't have the data as well coordinated as we have it now," he said. "Ifeel very confident that we will get a solution to our problems. Now it'snot out of the woods yet, I don't want to mislead you. But I'm veryhopeful."Over the weekend, engineers plan to re-enter the shuttle's aft enginecompartment to gain access to avionics bay No. 5 where Discovery's pointsensor box is located. Wiring will be inspected and various connectors willbe checked to make sure the system's electrical continuity is intact andthere are no obvious shorts. They also plan to use a test device to simulatesensor data to gain additional insights into the behavior of the pointsensor box electronics."We are putting a full-court press on this to resolve this anomaly," Halesaid.The ECO sensor system is ingenious, complex and until this point, veryreliable. Here's a brief overview:ECO sensor backgroundTwenty four propellant sensors are used in the shuttle's external tank,12 each in the oxygen and hydrogen sections. Eight are used in each tank tomeasure the amount of propellant present before launch. Four in each tank,known as engine cutoff - ECO - sensors, are part of a backup system intendedto make sure the ship's engines don't shut down too early, resulting in anabort, or run too long, draining the tank dry with potentially catastrophicresults. All four ECO sensors in each tank are required to be operationalfor a countdown to proceed.The hydrogen ECO sensors are located at the very bottom of the tank nearthe entrance to the pipe that carries hydrogen into the shuttle's enginecompartment.The cutoff sensors are armed late in the ascent when a relatively smallamount of rocket fuel remains in the tank. Once armed, the shuttle'scomputer system checks the status of each sensor, which is still immersed incryogenic propellant, to make sure it is "wet." To protect against a faultysensor, the first "dry" indication from any one of them is discarded.During normal operations, the shuttle's flight computers continuouslycalculate the orbiter's position and velocity, using that data to figure outwhen the engines should be shut down to achieve the desired target. As abackup, the computers also monitor the ECO sensors as the tank empties toprotect against unexpected problems that might affect the performance of thepropulsion system.The shuttle is launched with more fuel than it needs and in normaloperation, the ECO sensors would never be "dry" before the normalguidance-based engine shutdown sequence begins. But if a problem does occur,and the computers detect two "dry" sensors, they will shut the engines downto keep from running the tank dry. As long as at least three sensorsindicate "wet," however, fuel is assumed to be in the tank and the engineswill keep running.Once the system is armed, two sensors must fail "dry" to trigger aninadvertent engine shutdown. Before arming, three sensors must fail "dry."If three sensors fail "wet," the engines could run the tank empty.The odds of such multiple failures are "extremely remote," according tointernal NASA documents describing earli er problems. In fact, no cutoffsensors have failed in flight since the sixth shuttle mission in 1983 whenthe design was changed.But the consequences of an early or late engine shutdown are extreme. Apremature shutdown could prevent a crew from reaching orbit while a lateshutdown could result in an engine fire or explosion. Even though the cutoffsensor system is considered a backup to the shuttle's flight computers,NASA's launch commit criteria require four operational cutoff sensors ineach tank to provide multiple layers of redundancy.The engine cutoff sensor system has been put to the test only two timesin the history of the shuttle program.During the shuttle Challenger's launching July 29, 1985, on missionSTS-51F, a main engine shut down five minutes and 43 seconds after blastoffbecause of an internal temperature sensor failure. The fuel consumption ofthe two engines that kept running was affected and the end result was an ECOsensor engine cutoff.The only other such shutdown in shuttle history occurred during Discoverycommander Eileen Collins' last flight, mission STS-93, when a hydrogen leakin the coolant tubes making up main engine No. 3's nozzle caused more oxygento be consumed than expected. In that case, oxygen ECO sensors went "dry,"triggering engine shutdown.In both cases, the shutdowns happened late in the ascents and bothshuttle crews were able to complete their missions (Challenger's crew endedup in a lower-than-planned orbit due to the.At today's briefing, Hale was asked why NASA required four operationalsensors at launch given the seemingly small chance that multiple failurescould occur on any given flight."Going down the logic path, one of our safety requirements on thisvehicle is that we are two-fault tolerant in our electronics," he said. "Wecan take two failures and can continue to keep on flying safely. And anytimeyou step away from that standard, you incur risk and you'd better make sureyou have an air-tight story to step away from that posture. If we get to theend of all this troubleshooting and everything's working fine, we may comearound to the discussion of what if. But we're not ready to go there yet."Here is a brief chronology of the problems encountered during tests ofDiscovery's ECO sensor system:Discovery ECO sensor chronologyNASA has encountered a string of problems in recent weeks with the ECOsensor system in Discovery, glitches that have proven to be surprisinglydifficult to resolve. The problems began during a tanking test in April whenECO sensors 3 and 4 operated intermittently.Engineers removed an electronic controller, called a point sensor box,from Discovery and replaced wiring to the two sensors in question (wiring tosensors 1 and 2 wasn't touched). But the controller checked out OK andtroubleshooters were unable to trace the cause of the problem A point sensorbox from the shuttle Atlantis was installed and a second fueling test wasconducted.This time around, the sensors worked normally. But during additionalpost-test troubleshooting, the replacement sensor controller boxmalfunctioned. It was replaced by one taken from the shuttle Endeavour. NASAalready had decided to replace Discovery's tank to address ice debrisissues. With a fresh controller, replacement cabling, a new tank and solidtest results, NASA managers decided to treat the sensor issue as an"unexplained anomaly" that presumably had been fixed.But during Wednesday's countdown, the No. 2 low-level hydrogen sensorfailed to switch from "wet" to "dry" during a test in which computers sendsignals to simulate a dry tank. When the tank was drained, the other threesensors changed from wet to dry as expected. The No. 2 sensor remained "wet"for another three hours before switching back to "dry."A major concern for NASA is whether the problem affecting Discovery isgeneric or an isolated issue. The shuttle Atlantis is being prepared forlaunch in September and it also will serve as a rescue craft in case ofproblems with Discovery once it reaches orbit. The status of its cutoffsensor system is equally critical."Until you understand what the problem is, the potential exists for ageneric or fleet-wide problem," Hale said. "That's one of the reasons why wewant to resolve this, not just fix the particular problem that happened withthe tank and orbiter combination we've got."Said Muratore: "The bottom line is, we don't know if we're having aproblem in the tank, we're having a problem in the wiring, we're having aproblem in the electronics box.""We don't know if the equipment is fine and it's just the environmentthat we're operating in is somehow subtly different, or we don't know ifthere's a problem in the equipment," he said. "And until we know that,everything is suspect.
