Fortrolighedspolitik STORY WRITTEN FOR  & USED WITH PERMISSIONPosted: June 21, 2006NASA's top safety official and the agency's chief engineer said today they opposed the shuttle Discovery's launch July 1 because of concern about so-called ice-frost ramps on the ship's external tank that could shed foam and cause catastrophic impact damage. In fact, Discovery's flight will be the first in shuttle history with a system formally classified in the "unacceptable risk" category.Bryan O'Connor, director of Safety and Mission Assurance at NASA headquarters in Washington, and Chris Scolese, the agency's chief engineer, both declined to concur with the decision to launch when signing an official Certificate of Flight Readiness, or CoFR, following a flight readiness review that ended Saturday.But both men said today they viewed the issue as a threat to the vehicle - not a direct threat to the crew - and as such, they accepted NASA Administrator Mike Griffin's decision to press ahead with launch.Griffin's decision raised concern in some quarters that NASA might not be paying enough attention to two of its top officials and repeating at least some of the management miscues that led to the 2003 Columbia disaster.But Griffin and other senior managers insisted that was not the case and that O'Connor and Scolese presented their arguments in great detail and accepted the administrator's decision. In fact, when signing the CoFR document, both men wrote in by hand that they were officially no-go for launch but, since the issue did not threaten the crew, they did not object to proceeding with the flight.O'Connor today acknowledged a perception problem with the seemingly contradictory positions, but said it was the result of the flight readiness review process and the engineering community's classification of the ice-frost ramps as "probable/catastrophic" in NASA's integrated risk matrix."When this first came up, most folks were pretty concerned about it," he said. "That concern level has been going down as we learn more about it, as we refine the models, we look at the data. We haven't changed the design, but there's a little bit of a shift toward more comfort than the other direction."I think we're just barely into the unacceptable risk area. I think it's unacceptable to the program to go fly in this condition. But I also believe if it's elevated to the right authority, an administrator (Griffin) who looks at it and with his understanding and his position in the agency who can accept it, then I felt like I was not going to lie down in the flame trench or throw my badge down."But for purposes of the certification of flight readiness, "I was no go. Period," O'Connor said. "Now there's a second (hand-written) statement that says something to the effect that given this technical issue has already been elevated to the agency (Griffin) level and the risk has been accepted at the appropriate level by the agency as opposed to the program, I do not plan to appeal that."The reason that's a little strange is normally, if you just follow the rule book on how you have these reviews, you'd have your review and if there were a dissent there, then you'd have to go have another review to elevate it to agency level. The administrator attended the review, he was the appeal level, he attended it and we discussed this issue the day before we all signed the CoFR statements. We got his acceptance of the risk formally, right there in the review. That's why I put two statements in there."Said Scolese: "When it all came out, the view of myself was no-go for the flight because I believe we should repair it. But given the decision, and given the fact that we do have many options available to us to protect the crew - and the orbiter if we can effect a repair - the (engineering) community is not against the decision to fly."Bill Gerstenmaier, NASA's associate administrator for space flight, put it like this:"We think it's extremely unlikely we're going to have any kind of problem on the orbiter. We're definitely going to lose foam, there's no question foam will come off these ice-frost ramps. This foam will be of a small enough mass it won't be a concern to us. ... We think this is an extremely remote possibility that it could come back and cause damage to the orbiter such that we would not be able to return that orbiter. If we thought it was different, we'd be doing something different."I'm just as concerned about protecting the hardware as I am the crew and we want to make sure we're not taking a risk or taking an unnecessary gamble. We've looked at this as hard as we can, we understand what could happen, we understand what could come off, we've looked at our history very carefully, we've looked at models, we've looked at other worst-case assessments and when we put it all together we have reasonable risk to go do this. But it's acceptable and I think we're ready to go fly. If we had real concerns, we would not be flying."But Gerstenmaier said later, in answer to a question from CBS News, that Discovery's flight will be the first in shuttle history with a system officially classified as probable/catastrophic, that is, one that poses a technically unacceptable risk.The shuttle Columbia was destroyed during re-entry Feb. 1, 2003, when super-heated air entered the ship's left wing through a hole that was caused by impact of a suitcase-size 1.67-pound piece of foam that broke away from a so-called bipod ramp 82 seconds after liftoff.NASA eliminated the bipod ramps in the wake of the disaster but during Discovery's launch last July on the first post-Columbia mission, a one-pound chunk of foam broke away from a wind deflector known as a protuberance air-load - PAL ramp on the side of the external tank. Two PAL ramps made up of about 35 pounds of foam were in place to shield externally mounted pressurization lines and a long cable tray from aerodynamic buffeting during the shuttle's climb out of the dense lower atmosphere.NASA added the PAL ramps late in the shuttle's design phase as a safeguard, in large part because engineers did not have the computer horsepower or wind tunnel capability to fully understand the forces acting on the huge tank during launch.Late last year, shuttle program manager Wayne Hale decided to eliminate the PAL ramps based on computer modeling and the assumption that extensive wind tunnel testing would prove the tank and its external fittings were tough enough to stand up to the rigors of launch.Wind tunnel data and additional computer modeling did, in fact, show the tank has the required 1.4 factor of safety with the PAL ramps. But engineers remained concerned about insulation covering 37 metal fittings that hold the pressurization lines and cable tray in place.Worried about potentially catastrophic foam shedding, engineers tested a new ice-frost ramp design in the wind tunnel but the design failed. Griffin, Hale and other senior managers then decided to stick with the old ice-frost ramp design for Discovery's mission and at least the next few flights while a better design is developed.The largest piece of ice-frost ramp foam known to have come off in flight weighed an estimated .09 pounds. Computer modeling indicates pieces up to .2 pounds could break away and, if it happened at the worst possible time and worst possible place on the tank, such debris could trigger catastrophic damage.As a result, NASA's engineering directorate classified the ice-frost ramp foam as "probable/catastrophic" in the risk matrix. That means that over 100 flights or so, if NASA stuck with the current ice-frost ramp design, it's now considered probable that ice-frost ramp foam will break away and cause catastrophic damage. NASA only plans 17 or so more flights, but the classification stands.O'Connor said foam debris has been falling off the ice-frost ramps "for quite some time. As we learned more about it, we found there's actually a new kind of a failure mechanism here, cracks and delamination under this thick foam on thick foam that we have at these ice-frost ramps. And as we looked at it, the teams realized that the potential here was higher than we had thought before for damage to the orbiter."With the PAL ramp now gown, the ice-frost ramps were deemed "higher risk than any of the other foam areas when you look at the potential for loss of the vehicle," O'Connor said."It was high enough that the technical community reviewing the risk, using their modeling and conservative approach to those areas where there are uncertainties, this got into the area of what we would say is unacceptable risk for the program to be taking. Although it's a close call, there are some engineers who think it doesn't quite meet that margin and there are others that do, there was enough engineering and safety and mission assurance concern about this being in the unacceptable level that the program actually classified it formally as unacceptable risk."That classification triggered widespread debate among space engineers. Griffin said he did not believe the ramps should be so classified and that in any case, they do not pose a direct threat to the crew. Even a "catastrophic" impact would not affect the shuttle's ability to reach orbit or carry out its mission. In a worst-case scenario, the astronauts could attempt repairs or, if necessary, move into the international space station to await rescue by another shuttle crew. NASA is preparing the shuttle Atlantis for launch on such a rescue mission if necessary.O'Connor said he agrees with that logic. But he voted to stand down in the FRR process to make sure the issue was decided at the highest possible level."When I sized all this up, I kind of came down on the thought that the ice-frost ramp failure case, should it actually develop, a piece that would put a real bad hole in one of the tiles or the special tiles around the (landing gear) doors, we might not be able to fix it to the point where we'd be suitable for entry," he said. "Now in a case like that, that's pretty much the definition of loss of vehicle."But the crew does have another option, that is to stay on the space station and then wait for a combination of shuttle/Soyuz (capsules) to retrieve the crew and bring them back. We have plenty of that capability. ... They've done a lot on space station with logistics planning and so on to make sure you could keep nine crew members up there in good shape with relatively good redundant systems available for quite a while to give us time to get the next vehicle ready to go up and bring them down."That's the difference between loss of vehicle and loss of crew. And I thought when I sized all this up that if we were in the red area, in other words, the unacceptable risk area for loss of vehicle, I did not consider us to be there for loss of crew. By the end of our meeting, by the way, even if I disagreed with some on loss of vehicle, I think everybody in that room agreed the loss-of-crew risk for this mission is acceptable. So I didn't see anybody saying that was a piece of the story. And that's why I made that distinction."It was that very distinction, along with NASA's pressing need to resume space station assembly to get the job finished before the Bush administration's 2010 deadline for retiring the shuttle, that prompted Griffin to clear Discovery for flight."There is a programmatic risk, without doubt," Griffin said Saturday. "If we have another major incident in launching the space shuttle, I would not wish to continue with the program. We're going to use this flight and the subsequent flights to complete the space station, that's what we want to do with the shuttle, within the next three years we're going to complete the space station. We believe it is possible to do so. But if it is going to be possible to do so, we're going to have to take some programmatic risks because the shuttle will be retired in 2010."This president's budget will not carry funding for shuttle vehicles beyond 2010. So if we're going to fly, we need to accept some programmatic risk and get on with it. Again, I'll point out, for me to accept programmatic risk to do this is not the same as accepting a crew risk, which we believe we're not doing."But the "safe haven" option, in which the crew of a damaged space shuttle moved into the space station to await rescue is not without considerable risk itself. A major question mark has been how NASA would justify launching a rescue shuttle - a mission designated as STS-300 - that could fall victim to the same problem. O'Connor agreed it would be a tough call."We would not have time to change the design (of the ice-frost ramps) before STS-300," he said. "But we would have to sit down and feel very comfortable about the concept of going with another flight with that same design. That's why the nature of a lot of the questions in our readiness reviews dealt with, is there anything new about the PAL ramp redesign that makes the environment on these ice-frost ramps different? In other words, we're looking for something unusual about this new configuration that we're flying that would be liable to fool us on this flight and cause something unknown or unexpected to happen on these ice-frost ramps."We really scratched our heads on that, the engineers really worked it, they really looked at the data from analysis and wind tunnels and came back with we don't expect this environment where the PAL ramps are gone to pose anything unusual in the way of an environment on these ice-frost ramps. And so that leads us to believe if we were to have an ice-frost ramp problem on this next flight, it would most likely be in an area where we are already accepting risk. We're accepting the risk that some pieces may come off, knowing that the risk assessment says some of those may be fairly large and there's some low chance that a fairly large piece would hit in a critical area. And that's an acceptance of risk."If we think we're within that engineering knowledge space on the first flight, then that would make it easier to justify flying the second one," he said. "At the very least, there would be a big discussion about whether we're ready to go do that. The third part of the discussion would be what are our alternatives? ... When you're in an emergency situation like this, where you're going to rescue people, it makes people work harder, think harder and really address the risks in ways that tend to focus your attention. We would have people we'd need to bring back. "I don't think the continuing playback (of Huygens data from Cassini) is going to resolve that problem. We just need to sort out what happened with it."Engineers at the European Space Agency's Space Operations Center in Germany are receiving data from Huygens on chain, or channel, B but not from chain A. Both systems are identical and scientists should receive almost all of the desired data from chain B, Mitchell said."The way the probe system works, there are two transmitters on the probe and there are two separate receivers on the orbiter so we have two separate, distinct data links between the probe and the orbiter," he said. "These data links were deigned to be largely redundant, not 100 percent, but nearly so."The way we sit now, it's clear that the B channel is coming in loud and clear and up to this point, we haven't missed a single data packet. Now on the A channel, we do have a problem and we're still sorting out what happened thre. But this, I think, will be only a minor lien on the significance of the success that's been accomplished here just because of the redundancy between the two sides."Of course, the reason you put redundancy in the design to begin with is to make yourself resilient to whatever may have happened here," Mitchell said. Credit: NASA/JPL/Space Science InstituteThe moons are approximately 3 kilometers (2 miles) and 4kilometers (2.5 miles) across -- smaller than the city ofBoulder, Colorado.  The moons, located 194,000 kilometers(120,000 miles) and 211,000 kilometers (131,000 miles) from theplanet's center, are between the orbits of two other saturnianmoons, Mimas and Enceladus.  They are provisionally namedS/2004 S1 and S/2004 S2.  One of them, S/2004 S1, may be anobject spotted in a single image taken by NASA's Voyagerspacecraft 23 years ago, called at that time S/1981 S14."One of our major objectives in returning to Saturn was tosurvey the entire system for new bodies," said Dr. CarolynPorco, imaging team leader, Space Science Institute, Boulder,Colo.  Porco planned the imaging sequences. The surface of Phoebe is also heavily potholed with large and small craters.  Images revealbright streaks in the ramparts of the largest craters, bright rays which emanate from smaller craters,  and uninterrupted grooves across the face of the body."The imaging team is in hot debate at the moment on the interpretations of our findings," said Dr. Carolyn Porco, Cassini imaging team leader at the Space Science Institute in Boulder, Colo.  "Based on our images, some of us are leaning towards the view that has been promoted recently, that Phoebe is probably ice-rich and may be an object originating in the outer solar system, more related to comets and Kuiper Belt objects than to asteroids."In ascertaining Phoebe's origin, imaging scientists are noting important differences between the surface of Phoebe and that of rocky asteroids which have been seen at comparable resolution. "Asteroids seen up close, like Ida, Mathilde, and Eros, and the small martian satellites do not have the bright 'speckling' associated with the small craters that are seen on Phoebe," said Dr. Peter Thomas, an imaging team member from Cornell University, Ithaca, N.Y.The landforms observed in the highest resolution images also contain clues to the internal structure of Phoebe.  Dr. Alfred McEwen, an imaging team member from the University of Arizona, Tucson, said, "Phoebe is a world of dramatic landforms, with craters everywhere, landslides, and linear structures such as grooves, ridges, and chains of pits.  These are clues to the internal properties of Phoebe, which we'll be looking at very closely in order to understand Phoebe's origin and evolution.""I think these images are showing us an ancient remnant of the bodies that formed over four billion years ago in the outer reaches of the solar system," said Dr. Torrence Johnson, an imaging team member from NASA's Jet Propulsion Laboratory, Pasadena, Calif.  "Battered and beat-up as it is, it is still giving us clues to its origin and history."Phoebe may be an icy interloper from the distant outer solar system which found itself captured by giant Saturn in its earliest, formative years.  Final conclusions on Phoebe's origins await a combination of the results on Phoebe's surface structures, mass and composition gathered from all 11 instruments, which collected data during the flyby on June 11, 2004."This has been an impressive whirlwind flyby and it's only a curtain raiser on the events about to begin," said Porco.    Credit: NASA/JPL/Space Science InstituteDownload larger image version FIRST IMAGE: Images like this one, showing bright wispy streaks thought to be ice revealed by subsidence of crater walls, are leading to the view that Phoebe is an ice-rich body overlain with a thin layer of dark material. Obvious down slope motion of material occurring along the walls of the major craters in this image is the cause for the bright streaks, which are over-exposed here. Significant slumping has occurred along the crater wall at top left. The slumping of material might have occurred by a small projectile punching into the steep slope of the wall of a pre-existing larger crater. Another possibility is that the material collapsed when triggered by another impact elsewhere on Phoebe. Note that the bright, exposed areas of ice are not very uniform along the wall. Small craters are exposing bright material on the hummocky floor of the larger crater. Elsewhere on this image, there are local areas of outcropping along the larger crater wall where denser, more resistant material is located. Whether these outcrops are large blocks being exhumed by landslides or actual 'bedrock' is not currently understood. The crater on the left, with most of the bright streamers, is about 45 kilometers (28 miles) in diameter, front to back as viewed. The larger depression in which the crater sits is on the order of 100 kilometers (62 miles) across. The slopes from the rim down to the hummocky floor are approximately 20 kilometers (12 miles) long; many of the bright streamers on the crater wall are on the order of 10 kilometers (6 miles) long. A future project for Cassini image scientists will be to work out the chronology of slumping events in this scene. This image was obtained at a phase, or Sun-Phoebe-spacecraft, angle of 78 degrees, and from a distance of 11,918 kilometers (7,407 miles). The image scale is approximately 70 meters (230 feet) per pixel. Credit: BoeingGOES-O is the second spacecraft to be launched in the new GOES N Series of geostationary environmental weather satellites. Developed by NASA for the National  Oceanic and Atmospheric Administration (NOAA), the GOES satellites continuously  provide observations of 60 percent of the Earth including the continental U.S., providing weather  monitoring and forecast operations, as well as a continuous and reliable stream of  environmental information and severe weather warnings.The GOES environmental satellites are key in helping meteorologists observe and predict  local weather events, including thunderstorms, tornadoes, fog, flash floods, and severe weather. In addition, GOES satellites are able to monitor dust  storms, volcanic eruptions and forest fires. Plus, the satellites support the search and  rescue satellite aided system (SARSAT). GOES-O data will add to the global climate change databases of knowledge, embracing many civil and government forecasting organizations that work to benefit people everywhere and help save lives.Each GOES satellite carries two major instruments: an Imager and a Sounder. Together they provide 2 valuable features. One feature is a is a flexible scanner that offers small-scale area imaging allowing meteorologists to take pictures of local weather trouble spots. This allows them to improve short-term forecasts over local areas. The second feature, simultaneous and independent imaging and sounding, is designed to allow weather forecasters to use multiple measurements of weather phenomena to increase the accuracy of their forecasts. These instruments acquire high-resolution visible and infrared data, as well as temperature and moisture profiles of the atmosphere. They continuously transmit data to ground terminals where it is processed for rebroadcast to primary weather service offices in the U.S. and around the world, including the global research community. GOES-O is scheduled to launch in the summer of 2009 on board a Boeing Delta IV (4,2) Expendable Launch Vehicle from the Space Launch Complex (SLC 37) at Cape Canaveral Air Force Station, Fla. The NASA-NOAA PartnershipIn 1983, NASA signed an agreement with the NOAA to design and build a new generation of environmental satellites. These satellites would carry instruments designed to operate as never before, taking near continuous observations of Earth. NASA and NOAA have worked jointly to perfect, develop and complete the GOES program, begun in 1975 with the launch of the GOES-1 satellite. The two agencies have been actively engaged in a cooperative program ever since, and will continue the GOES series with the launch of the GOES-O satellite. NOAA manages the overall GOES Program and establishes requirements, provides funding, distributes environmental data for the U.S., and determines the need for satellite replacement. NASA teams with NOAA to acquire and manage the study, design and development of each of the GOES spacecraft. NASA's Goddard Space Flight Center (GSFC) in Greenbelt, Md., is responsible for the construction, integration and verification testing of the spacecraft, instruments and unique ground equipment. Working as a team, NOAA and NASA design, develop, install and integrate the ground system needed to acquire, process, and disseminate the data from the sensors on the GOES satellites. NOAA is responsible for satellite operation, data distribution and management of the program. Boeing Launch Systems will conduct the commercial launch of GOES-O with a Federal Aviation Administration (FAA) launch license. Boeing is responsible for the Delta IV launch vehicle processing, the integration of the GOES-O spacecraft with the Boeing Delta IV and the launch countdown activities. Design and OperationsThe GOES N Series will provide scientists with continuous, dependable, timely and high-quality observations of the Earth and its environment. The instruments on board the satellites measure the Earth's emitted and reflected radiation from which atmospheric temperatures, winds, moisture and cloud cover can be derived. The GOES satellites operate in geosynchronous orbit 22,236 miles above the Earth and, because their orbital velocity matches the rotation of the Earth, they appear to remain stationary in the sky. The GOES satellites have a three-axis body stabilized spacecraft design which enables the satellite to "stare" at the Earth and provide images of clouds, relay data about the Earth's surface temperature and water vapor fields, and to continuously sound the atmosphere for vertical thermal and water vapor profiles. The system provides long-range weather forecasting, ensuring that non-visible data, for any region of the Earth, is no more than six hours old. It serves the central and eastern Pacific Ocean; North, Central, and South America; and the central and western Atlantic Ocean. Pacific coverage includes Hawaii and the Gulf of Alaska. Two satellites accomplish this, GOES west located at 135 degrees west longitude and GOES East at 75 degrees west longitude. NOAA's Command and Data acquisition station located in Wallops, Va., supports the interface to both satellites. The NOAA Satellite Operations Control Center in Suitland, Md. provides spacecraft scheduling, health and safety monitoring and engineering analyses. Processed data are received at the National Weather Service's National Centers for Environmental Prediction in Camp Springs, Md., and NWS forecast offices across the U.S. The GOES N Series has several capabilities not on previous GOES satellites. These capabilities include the Weather Facsimile service changing from an analog to a digital Low Rate Information Transmission format; expanded measurements for the space environment monitoring instruments; a new dedicated channel for the Emergency Managers Weather Information Network service; and most importantly, a more stable platform for supporting improved Imager, Sounder, and SXI instruments. GOES-O will carry the government furnished ITT Space Systems Division built Imager and Sounder instruments to provide regular measurements of the Earth's atmosphere, cloud cover, ocean temperatures and land surfaces. An advanced attitude control system using star trackers and an optical bench onto which the Imager and Sounder are mounted will provide enhanced instrument-pointing ability. These enhancements improve image navigation and registration to better locate severe storms and other events important to NOAA. NASA's GSFC and the NOAA's National Environmental Satellite, Data and Information Service (NESDIS) have set a higher standard of accuracy for the GOES N Series, including data pixel location to approximately two kilometers from geosynchronous orbit of 22,300 miles above the Earth's surface. GOES-O will also carry a government furnished Solar X-ray Imager (SXI) built by Lockheed Martin Advanced Technology Center in Palo Alto, Calif. Carried for the first time by GOES-M launched in 2001, the SXI will monitor solar weather conditions, including the dynamic environment of energetic particles, solar wind streams and coronal mass ejections emanating from the sun. This data will allow forecasters to issue alerts of "space weather" conditions that may interfere with ground and space systems.Another instrument package onboard GOES-O will be the Space Environment Monitor (SEM). SEM consists of three instrument groups including an Energetic Particle Sensor package, two magnetometer sensors, and a Solar X-Ray Sensor with an Extreme Ultraviolet Sensor. The units will perform in situ measurements of the magnetic and particle environments as well as remote measurement of the integrated X-ray emission and the extreme ultraviolet spectra of the sun.The Energetic Particle Sensor and the Solar X-Ray Sensor with an Extreme Ultraviolet Sensor were built by Assurance Technology Corporation, Carlisle, Mass., and the two magnetometers were built by Science Applications International Corporation, Columbia, Md. The GOES system currently consists of GOES-12, operating as GOES East in the eastern part of the constellation at 75 degrees west longitude, and GOES-11, operating as GOES West at 135 degrees west longitude. GOES-13 is in an on-orbit storage mode nominally located at 105 West longitude. In addition to relaying information about the Earth's climate and atmosphere, the GOES satellites provide instantaneous relay of distress signals from people, aircraft, or marine vessels to the search and rescue ground stations of the Search and Rescue Satellite Aided Tracking (SARSAT) System. A dedicated search and rescue transponder on board GOES is designed to detect emergency distress signals originating from Earth-based sources. These unique identification signals are normally combined with signals received by NOAA's Polar Operational Environmental Satellite system and relayed to a search and rescue ground terminal. The combined data are used to perform effective search and rescue operations. GOES System in Weather ForecastingThe GOES system is a basic element of U.S. weather monitoring and forecast operations and is a key component of NOAA's National Weather Service modernization program. Spacecraft and ground-based systems work together to accomplish the GOES mission of providing weather imagery and quantitative sounding data that form a continuous and reliable stream of environmental information for weather forecasting and related services. The GOES satellites provide weather imagery and atmospheric sounding information for improved weather services, particularly for the timely forecasting of life-and property-threatening severe storms. The GOES N Series will aid activities ranging from severe storm warnings to resource management and advances in science. GOES-O data will add to the global community of knowledge, embracing many civil and government environmental forecasting organizations that work to benefit people everywhere and help save lives. Commercial weather groups, universities, the Department of Defense, NASA and the global research community also use GOES data products. Other users of these products can also be found in air and ground traffic control, ship navigation and agricultural sectors. The GOES satellites are given a letter designation while under construction on the ground and are renamed with a numerical designation after successful launch and orbit-raising. The satellites are built in alphabetical order, but are not necessarily launched in this same order. GOES-O will be renamed GOES-14 upon reaching orbit where it will be stored until needed.GOES-N Series Enhancements Over Previous GOESAn improved Image Navigation and Registration (INR) system will use star trackers  to provide precision image navigation and registration information for use with the  Imaging and Sounding data products. This will improve knowledge by at least 50  percent of exactly where severe weather events are located (3 km accuracy now  becomes 1.5 km). A stable optical bench has been provided to isolate the thermal  deformations of the spacecraft from the Imager and Sounder instruments.The power subsystem has been improved so that operations during eclipse periods  can be sustained. Outages due to solar intrusion Keep Out Zones (KOZ) will also be  minimized because thermal shields have been added to the secondary mirror  structure elements for the Imager and Sounder instruments. Over 600 more images  and sounding sequences should be accomplished per year. Spacecraft design  reduces solar loading on the radiant cooler and patch (no solar sail) so lower  detector temperatures should reduce noise.The Satellite design lifetime has been improved from 7 to 10 years, and the expected  propellant lifetime has been increased to 14 years.The Space Environmental Monitoring instruments have been increased and there are expanded measurement capabilities for charged particles.A data product improvement has been developed for digital Low Rate Information  Transmission (LRIT) for distribution of data Products that were previously distributed  in an analog WEFAX format. The LRIT system permits the transmission of data  products consistent with the World Meteorological Organization (WMO) and allows  the distribution of more National Weather Service (NWS) information at a higher data  rate.The Data Collection System (DCS) has been enhanced with the addition of 300 and  1200 bps Data Collection Platforms (DCPs) and a higher power satellite transponder  so that more DCPs can use the link at the same time.A dedicated transponder is being provided to support the Emergency Manager's  Weather Information Network (EMWIN) service.The communications services have been tailored to comply with modern national and  international requirements.The command data rate has been increased to 2,000 bps, as compared to a data  rate of 250 bps for the previous generation of GOES satellites. The telemetry data  rate has been improved to provide data at either 4,000 or 1,000 bps, as compared to  the 2,000 bps data rate on the previous generation.A new Solar X-Ray Imager (SXI) developed by the Lockheed Martin Advanced  Technology Center.
