Credit: Tom Rogers/T-Minus ProductionsCarrying a 6.5-ton sensor-laden dummy satellite and the nanosat pair, the rocket blasted off at 4:50 p.m. EST (2150 GMT) from pad 37B at Cape Canaveral Air Force Station, Florida, on its maiden voyage financed by the U.S. military and Boeing.The Air Force purchased this test launch as a dress rehearsal for the Delta 4-Heavy rocket before costly national security missions begin flying atop the vehicle next year. The rocket offers the largest payload-carrying capacity currently available in the Evolved Expendable Launch Vehicle (EELV) program that includes Lockheed Martin's Atlas 5."The Air Force/Boeing team will spend the next two months going through the pre-planned review of flight data in preparation for the next launch," the Air Force's Space and Missile Systems Center said in a statement Wednesday.PHOTO GALLERY: PHOTO GALLERY: PHOTO GALLERY: PHOTO GALLERY: While climbing away from Earth, the two strap-on Common Booster Cores appeared to burn out and separate several seconds early. The center booster of the first stage finished firing and jettisoned a minute-and-a-half later, apparently early as well, leaving the rocket's upper stage to begin a planned 7-minute engine burn to reach a targeted 100 by 135 nautical mile orbit where the tiny nanosats would be released for a one-to-two-day experimental mission.But the under-performance from the early shutdown of the Common Booster Cores left the upper stage to compensate, forcing its RL10 engine to fire longer and use more fuel than planned.The exact duration of the upper stage burn was not immediately announced in real-time as live telemetry from rocket being relayed to Cape Canaveral broke up during a handover from one tracking site to another.When the next station acquired the vehicle's signal a couple of minutes later, the burn was over. The nanosats were to be deployed in low-Earth orbit, but the Air Force said Wednesday that the tiny craft were released at far too low of an altitude to survive."The Nanosats were released at the proper time, demonstrating a new low-shock separation system, which will be used in future systems. In addition, the Nanosats were successfully integrated onto the DemoSat in a remarkably short four-month period, thus providing a successful demonstration of a responsive space mission," the Air Force statement said."However, the early shutdown resulted in separation at an altitude of approximately 57 miles, which was not sufficient to achieve orbit."The upper stage then re-ignited for the second of three scheduled firings during the launch to reach the intended geosynchronous orbit. This burn was expected to produce an orbit with a high point of 19,650 nautical miles, low point of 148 nautical miles and inclination of 27.3 degrees. Although the exact numbers of the actual orbit reached were not formally released, Boeing indicated the altitude was close to the projections.The rocket then began a five-hour coast to reach the orbit's high point where the final burn would occur to circularize the orbit at 19,623 nautical miles above the planet at an inclination of 10 degrees for deployment of the DemoSat primary test payload.But the stage's fuel supply was greatly impacted by the extended maneuvers to overcome the first stage problem. Instead of firing for more than three minutes to achieve the proper orbit, the stage depleted its cryogenic propellants and shut down approximately a minute prematurely.The result was an orbit featuring a high point of approximately 19,600 nautical miles (36,400 km), low point of 9,600 nautical miles (19,000 km) and inclination of 13.5 degrees. DemoSat was released as programmed into the elliptical orbit with the low point about 10,000 miles short of the target altitude."The EELV program office is leading an effort to determine the cause of this anomaly. The Delta 4 flight featured a substantial increase in telemetry over previous first-flight rocket launches. Engineers will be able to use this data to evaluate all aspects of the mission, including the early cutoff of the first stage. The Air Force has no plans to fly another Delta 4-Heavy flight demonstration."Despite the trouble, the Air Force reported that the demo flight completed these primary flight objectives:Activation and launch from the heavy-version of the Delta 4 launch padFlying three Common Booster CoresSeparating the two strap-on Common Booster Cores from the center booster coreFlying the first 5-meter diameter payload fairing and separating it from the vehicleFlying the first 5-meter diameter cryogenic upper stageFlying the new upper stage through a long duration, 3-burn profile of its engine"We are very pleased with the overall performance of the Delta 4-Heavy Demo in meeting these test objectives," said Col. John Insprucker, Evolved Expendable Launch Vehicle program director at the Space and Missile Systems Center and the mission director for this launch."The EELV program and Boeing invested in today's demonstration launch to ensure that the Delta 4-Heavy, the only EELV Heavy variant available, is ready to launch our nation's most important national security payloads into space," said Dan Collins, vice president of Boeing Expendable Launch Systems. "While the demonstration satellite did not reach its intended orbit, we now have enough information and confidence in the Delta 4-Heavy to move forward with preparations for the upcoming Defense Support Program launch in 2005."The first operational Delta 4-Heavy, presently scheduled for August, will carry the final Defense Support Program craft that detects enemy missile launches and nuclear weapon detonations from space. The rocket must fly a trajectory similar to the test flight's intended course to deliver DSP-23 directly into geostationary orbit over the equator. A problem like the one experienced Tuesday would leave the payload within an unusable orbit and uncertain of boosting itself the remaining altitude.A secret National Reconnaissance Office payload is slated to fly on the second operational Heavy mission next December. What type of orbit this cargo is destined for has not been disclosed.Beyond next year's two launches, the long-range military outlook for Heavy missions is sparse."The NRO still has another heavy satellite that will be ready to launch in about 2008," Col. Insprucker said at the pre-launch news conference earlier this month. "After that we've got a little hiatus, I think, until probably the Transformational Communication Satellite architecture comes forward."The Delta 4-Heavy can loft payloads comparable in weight to the Titan 4 rocket that has been in service since 1989. But that Lockheed Martin-built booster is being retired after two more flights next year from Florida and California. Credit: SpaceXThe July 14 launch with six Orbcomm communications satellites was the first time video from an on-board camera clearly showed key milestones in the descent, such as two ignitions of a subset of the first stage's Merlin 1D engines to slow down the rocket and guide it to the recovery zone. The video also shows the rocket's four carbon fiber and aluminum honeycomb landing legs deploying moments before falling into ocean.A similar video of the first stage's descent during a Falcon 9 launch in April was obscured by a poor live communications link.A SpaceX spokesperson said Wednesday there were no plans to release video of the descent from other vantage points. SpaceX founder Elon Musk's private jet and a NASA WB-57 surveillance plane were in the area to monitor the rocket's descent and could have recorded video.The rocket's engines are designed to adjust their throttle settings to achieve a gentle splashdown.SpaceX plans to make the Falcon 9 rocket's first stage reusable in a bid to reduce the costs of launches."This test confirms that the Falcon 9 booster is able consistently to re-enter from space at hypersonic velocity, restart main engines twice, deploy landing legs and touch down at near zero velocity," SpaceX said in a statement accompanying the video release.Recovery crews in the Atlantic Ocean were ready to retrieve the rocket stage after splashdown, but SpaceX says the booster broke apart moments after splashdown."After landing, the vehicle tipped sideways as planned to its final water safing state in a nearly horizontal position," SpaceX said. "The water impact caused loss of hull integrity, but we received all the necessary data to achieve a successful landing on a future flight."Musk called the loss of hull integrity a "kaboom" in a tweet after the launch. He later posted that a data review indicated the stage's structural break-up was caused by a "body slam, maybe from a self-generated wave."The Falcon 9 rocket's performance limitations will keep engineers from attempting ocean landings on the launcher's next two missions, which are slated to carry the AsiaSat 8 and AsiaSat 6 telecom satellites into geostationary transfer orbit, a high-altitude orbit stretching up to 22,300 miles above Earth.Built by Space Systems/Loral, both satellites for Hong Kong-based AsiaSat weigh more than 3 metric tons at launch.The first launch with AsiaSat 8 is set for Aug. 4."At this point, we are highly confident of being able to land successfully on a floating launch pad or back at the launch site and refly the rocket with no required refurbishment," SpaceX said. "However, our next couple launches are for very high velocity geostationary satellite missions, which don't allow enough residual propellant for landing. Credit: SpaceXA year after its maiden flight met a disastrous end, the SpaceX booster lifted off at 9:10 p.m. EDT (0110 GMT Wednesday) from a remote launch pad on Omelek Island, part of a U.S. Army base at Kwajalein Atoll in the Marshall Islands.Controllers lost contact with the Falcon during the burn of the second stage that would have placed the rocket into orbit around Earth."We did encounter, late in the second stage burn, a roll-control anomaly," Elon Musk, founder and chief executive officer of Space Exploration Technologies Corp., said in a post-launch call with reporters.Live video from cameras mounted aboard the rocket's second stage showed increasing oscillations about five minutes after liftoff, just before the public webcast was cut off. The upper stage then fired its Kestrel engine for a planned six-and-a-halfminute burn to place the rocket into low Earth orbit.But engineers stopped receiving live radio signals from the second stage several minutes prior to its scheduled arrival in orbit.Musk said the stage reached an altitude of about 200 miles when the roll oscillation caused the Kestrel engine to shut down."The high likelihood is that it re-entered after less than a full orbit," Musk said.The rolling motion could have caused the second stage's propellant to slosh outward like a centrifuge, which would lead to the engine switching off, Musk said.The Falcon 1 was targeting an orbit stretching from 205 miles to 425 miles in altitude with an inclination of about 9 degrees. "They are veryexcited by the results of this test, and so we feel really good."The next launch of the Falcon 1 was scheduled for August carrying to orbit the TacSat 1 tactical research satellite for theNaval Research Laboratory. A subsequent mission to launch a MalaysianEarth-observation spacecraft was planned for late this year.But before those launches are given the all-clear, SpaceX will first haveto study what caused the problem encountered during Tuesday's mission andfix it.Two small NASA experiments were bolted atop the upper stage duringTuesday's launch. The Autonomous Flight Safety System was an instrumentdesigned to detect problems during rocket launches and automaticallyactiviate a flight termination system, which would bring down the rocket beforeit endangers the public.An inexpensive transmitter linked with NASA's network of tracking and datarelay satellites was also aboard the rocket to beam live telemetry back tothe rocket's control room.Engineers had also planned to demonstrate the Falcon 1's satelliteseparation system by jettisoning a small 4.5-pound aluminum ring afterarriving in orbit.SpaceX's second launch came a year after the Falcon 1 rocketsuffered a major failure during its maiden flight. Investigatorstraced the cause of that accident to a corroded aluminum nut in the firststage propulsion system, which triggered a fuel leak that led to apremature shutdown of the Merlin engine about 30 seconds after liftoff.SpaceX engineers overhauled countdown procedures and added upgrades to thefirst stage Merlin engine to increase reliability, according to thecompany's Web site.Tuesday's demonstration flight was sponsored by the Pentagon's DefenseAdvanced Research Projects Agency under its program to develop responsivespace technologies such as low-cost small satellite launch vehicles.The booster's first stage was fitted with a parachute recovery system,allowing it to slowly drop into the Pacific Ocean a few hundred milesdownrange from the Omelek launch pad. SpaceX positioned a ship to retrievethe spent rocket stage in hopes of refurbishing it for reuse on a futuremission.Musk said there should be no problems recovering the spent stage becauseit performed well and was dropped in the designated area."We'll be doing a thorough examination of that piece of hardware,"Shotwell said. "It's not as easy to determine how well you did unless youcan actually (recover) the hardware."Eleven more missions are currently manifested for SpaceX's Falcon rocketfamily, and the contracts are valued at nearly $400 million, Shotwellsaid.In addition to the Falcon 1 booster, SpaceX is developing a much largerrocket to carry heavier satellites into orbit. Company officials expectthe Falcon 9 rocket to debut as early next year.The Falcon 1 can haul satellites up to about 1,270 pounds into low Earthorbit, while the Falcon 9 should be capable of delivering about 22,770pounds to low Earth orbit and up to 10,000 pounds to geostationarytransfer orbit, a popular destination for communications satellites,according to the SpaceX Web site.Also on the drawing boards is the Falcon 9 Heavy, which is expected tolaunch more than 60,000 pounds to low Earth orbit. That version could flyby 2010.SpaceX sells the Falcon 1 for as little as $6.7 million, while the Falcon9 price ranges from about $27 million to $78 million, according to companyofficials.SpaceX is also planning to begin launching missions from Cape Canaveral,Fla., and Vandenberg Air Force Base, Calif., by 2009.Three Falcon 9 launches are already on the books as test flights forNASA's Commercial Orbital Transportation Services program. The attempt is expected before the end of the month, but after the shuttle Atlantis returns to Earth next Wednesday.The satellite in question, a classified spacecraft now known as USA 193, was launched in December 2006 from Vandenberg Air Force Base, Calif., by a Delta 2 rocket. The spacecraft failed shortly after reaching an orbit measuring 217 by 227 statute miles tilted 58 degrees to the equator (see Heavens Above for tracking maps: ).Out of contact and out of control, the National Reconnaissance Office satellite (also known as NROL-21) will re-enter the atmosphere with virtually a full load of now-frozen hydrazine rocket fuel inside a spherical tank. While the odds are the tank will survive re-entry heating and make it to the surface, the probability of impact in a populated area is considered remote.But if the tank did, in fact, defy the odds, "we're talking an area, say, roughly the size of two football fields that the hydrazine could be dispersed over and you would at least incur something that would make you go to the doctor," said Marine Gen. James Cartwright, vice chairman of the Joint Chiefs of Staff. "If you stayed inside that zone, if you got very close to it and stayed, you could get to exposures that would be deadly. So that's a sense of what we're dealing with here."Ted Molczan, an experienced, widely respected amateur satellite observer, told CBS News today the last verifiable sighting of the spacecraft was on Feb. 11. Based on tracking data at that time, he predicted re-entry on March 18, plus or minus one week, if nothing was done to hasten the event. And that projection includes assumptions about atmospheric behavior that could change closer to re-entry.Concerned about the potential health threat, the Bush administration approved a plan to fire a standard tactical missile from an Aegis cruiser in an attempt to hit the falling satellite around the end of February. By attempting an intercept at a relatively low altitude - about 160 statute miles - half the resulting debris could be expected to burn up within hours with the rest following suit within a few weeks."What to me was compelling as we reviewed the data was that if we fire at the satellite, the worst case is we miss and then we have a known situation which is where we are today," Cartwright said. "If we graze the satellite, we're still better off because likely we'll still bring it down sooner and therefore more predictably. If we hit the hydrazine tank, then we've improved our potential to mitigate that threat. So the regret factor of not acting clearly outweighed the regret factors of acting."NASA Administrator Mike Griffin said debris from a successful intercept would not pose a significant threat to the international space station, which flies at an altitude of about 210 statute miles and is permanently staffed by rotating three-person crews. The planned intercept will not be attempted until the shuttle Atlantis returns to Earth next Wednesday."We have a shuttle on orbit and a space station on orbit permanently with a permanent crew," he said. "So we looked very carefully at increased risk to shuttle and station and, broadly speaking, they are negligible. They are at least a factor of 10 smaller than the risks we take just being in space anyway in the shuttle. On the space station, of course, it's a different issue. The space station is much more robust than the shuttle. But even there, the risk posture does not increase significantly. And so we are very comfortable that this is a decision made carefully and objectively and safely."He did not mention what a low-altitude cloud of debris might mean for the planned launch of the shuttle Endeavour March 11 on the next space station assembly mission.The Chinese government was subjected to widespread international criticism when it destroyed a defunct weather satellite in January 2007 in a dramatic test of anti-satellite technology. The Feng Yun 1C was at an altitude of some 530 miles when it was destroyed, creating some 2,400 pieces of trackable debris, Molczan said.Asked how U.S. plans to destroy the falling NRO satellite are different from what China did,  Cartwright said the United States is notifying other nations in advance and "this is right at the surface of the atmosphere. Other intercepts that have occurred have occurred substantially higher than the space station, for example, and that means the debris is up there for 20 to 40 years and has to migrate down through both manned space platforms and unmanned space platforms. That will not be the case here."Griffin agreed, saying "the Chinese ASAT test was conducted against a satellite in a circular orbit at around 850 kilometers of altitude. ... All of the debris from this encounter, as carefully designed as it is, will be down at most within weeks, and most will be down in the first couple of orbits afterward. There's an enormous difference."Backing up that position, Molczan said only 1 percent - about 25 pieces of debris out of a population of more than 2,400 - have re-entered in the wake of the Chinese anti-satellite test. The rest is still in orbit.He said the additional risk of debris that might get knocked out of USA 193's orbit into a more elliptical path with a high point, or apogee, above the space station's orbit is relatively small and that any pieces that did get knocked into such orbits would decay and re-enter within a few weeks."You're talking about intercepting this at 139 nautical miles, or 240 kilometers," he said. "Obviously, at that point the thing would be within three weeks of (a natural) decay if we're talking the end of February. That means at worse case, you engage this thing and most pieces are going to come down in the original timeframe."While not disputing U.S. government projections of debris behavior, Molczan said "I just have a hard time being worried about a 40-inch sphere of hydrazine. I normally try not to get political in this stuff, but the thought that crossed my mind was ... is this in some measure a PR exercise to boost the concept of missile defense?"Others have wondered if the Pentagon wants to ensure that no classified systems make it to the ground where they could possibly be recovered and subjected to analysis.But Cartwright said the only concern was the threat posed by the satellite's load of hydrazine fuel."It's the hydrazine here that's the distinguishing characteristic," he said. "I read the blogs, there's some question about the classified side of this. That is really not an issue. Once you go through the atmosphere and the heating and the burning, that would not be an issue in this case. That would not justify using a missile to take it and break it up further."Griffin said enough uncertainty exists with frozen hydrazine to warrant the extraordinary intervention."Solid as it is now, not all of it will melt, OK?" he said. "So you will land on the ground with a tank full of slush hydrazine that would then later evaporate. The tank will have been breached. Not probably, the tank will have been breached because the fuel lines will have been ripped out of the main spacecraft and so that hydrazine will vent."It's hard to find areas that have any significant population to them where you could put a toxic substance down across a couple of football fields and not have somebody at risk. And so, we didn't want to create a situation like that. So in brief, the tank will survive, it will be breached, the hydrazine will reach the ground. And that's not an outcome we want to see." Here is the conversation with CBS Radio's Peter King and space consultant William Harwood:Peter King: Morning, Stephanie Wilson, Rick Mastracchio and Clay Anderson. This isPeter King in Florida, Bill Harwood will be joining us from the Johnson SpaceCenter. Let's start with Rick and Clay. You had a great first EVA yesterday,tomorrow morning you head out for the second of three. Just wondering what's thebiggest challenge you face in tomorrow's EVA?Rick Mastracchio: "Tomorrow's EVA, we will be installing the new ammonia tank andremoving the old ammonia tank. The biggest challenge is just the integration of allthe robotics and the EVA. A couple of times during tomorrow's EVA we're going tohave to lift up this 1,800-pound ammonia tank while the robotic arm folks, Stephanieand Jim Dutton, come in and grapple it. It's going to require a lot of teamwork toget that to work out smoothly.Peter King: Stephanie, for the EVA and also for the late heat shield inspection,which is now going to be while you're attached to station, what are the specialchallenges there? Are there a lot of clearances you have to look after on both theEVA and the inspection?Stephanie Wilson: "Always with the robotics operations clearances are a concern.Luckily, during EVA we have Clay and Rick to help us clear things. So when the(ammonia) tank gets close to structure, we're using their eyes for clearances. Wewish we could have them outside also when we do this docked inspection. It is truethat while we're docked, the clearances of the arm and the (sensor) boom tostructure will be very tight and we don't always have cameras to get as good of aview as we would like to the station structure. But we'll do our best, we've gotfolks working on the ground, actually as we speak, reviewing procedures and gettingall of that ready for us. So we expect it to go very well.William Harwood: Hey guys, this is Bill Harwood  at the Johnson Space Center. As youknow, President Obama is visiting KSC next week to discuss the administration's newspace policy. I realize it's probably career limiting for astronauts to talkpolitics, but this is a major sea change. Some people think it's the end of mannedspace flight, some think it's a bold step forward. Clay, can you share the shortversion of what you think about this big change that's coming?Clay Anderson: Life is full of changes and change is hard. We know that from manydifferent aspects of all our lives. New parents find that change is a little toughin the beginning but eventually they figure it out. That's what we'll do with NASAand the space program. I have no idea what real changes are coming. There is oneside, one view, and then there's the other side and we'll just have to see how itall falls out. A lot of people get paid a lot of money to figure out this stuff andmy job's to go out and perform as an astronaut and do spacewalk duty. So we'll justhave to see what happens.William Harwood: Let me ask you an operator question in that case. You're obviouslya shuttle veteran and you've lived on the space station. No matter what happens, itlooks like the station's going to be the only game in town for quite a while in themanned spaceflight world. How confident are you that NASA and the partners cansustain the lab complex, keep it going, without the shuttle there to support it?Clay Anderson: The shuttle was a big workhorse, but we have a lot of new players onthe block. The Automated Transfer Vehicle from the European Space Agency, the H2transfer vehicle from the Japanese, the Progress from the Russians, and the Soyuz.We have a lot of very talented countries participating in this endeavor and rightnow, I don't have any reason to believe that we can't continue to do what we've beendoing all along. It just remains to be seen in the future. But I think, I have ahigh confidence in all these international partners being able to sustain thestation and do some really excellent work.Peter King: A lot of people are wondering what the president will say when he comesto the Cape this coming week. What do you hope to hear from him?Rick Mastracchio: Well, I hope to hear that in the future NASA will be a big part,have a large part in the human spaceflight. Obviously, NASA is meant to be a leaderof the country and a leader of the world in technology and innovation and that'swhat it's been for many, many years. I hope that NASA will continue to be that wayand I have no doubt that it will be. No matter which direction we take, I thinkNASA's going to be a big contributor to technologies and new ideas in mannedspaceflight.Peter King: This question is for any and all of you. You had a smoke alarm that goteverybody scrambling early this morning. We know that turned out to be OK, but 40years ago this coming week a very real emergency took place on Apollo 13. I'm justwondering your thoughts on that ... and what the Apollo 13 experience has meant tothe program in the 40 years since it happened?Stephanie Wilson: That's an excellent question and it really is a testament toteamwork. Flight crews, the mission control centers, the folks who train us and workon procedures, folks that get our vehicles ready and really know the ins and outs ofthe vehicles, really all have to come together in an emergency. But from everyemergency, we learn something new, we update our procedures, we update our responsetimes and it really is an opportunity to get to be more familiar with things butalso to come together and work better together as a team.Peter King: For Clay and Rick, one quick question. You have just one day off betweenyour EVAs. We know how hard it is physically. Is one day's rest really enough torecoup your energy and go back and do it again?Clay Anderson: "I've played a lot of sports in my life and there were a  lot of dayswhen we had double headers and a lot of days we play ed basketball games in back toback days. I think we're very well prepared.
