Credit: NASA-KSCHe said the grounding problem was extremely subtle, adding "we are talking in fractions of a milli-ohm (of resistance)."That doesn't seem like very much," he said. "But it matters from the point of view of the box. If the box has these different channels of electronics running through it and it's got power and grounding for each of those separately and if they start to get off a little differently from each other, that's when the circuits can get tripped up. So a very small amount of resistance can cause those grounds to flip up and down and that can happen when you get a large electrical transient" in another system.Like an electrical heater turning on or off, or the operation of some other system."This isn't a case of running around seeing what's not plugged in," Muratore said. "It isn't that kind of thing. It's where you go look at it and you say that looks like a good bond. If you didn't use a very, very careful precision meter, it would read as a perfect structural ground. But in these very complex electrical systems, you can get into that kind of problem."Regardless of how the grounding/interference issue is resolved, engineers plan to swap the electrical cables leading from the point sensor box to sensors 2 and 4. The system will be tested Tuesday before the crew climbs aboard.If another problem shows up with sensor No. 2, engineers will be back to square one and the launch will be scrubbed. But if sensor No. 4 acts erratically, they will have solid evidence the fault is in the electrical circuit and not a generic issue that could affect the other three sensors.In that case, NASA's mission management team likely would sign an "exception" to the current launch commit criterion requiring four operational sensors for launch and allow Discovery to take off three of four."We're going to hook sensor 4 up to the electronics for sensor 2 and vice versa," Muratore said. "That way, if the problem is with the sensor or the associated wiring it's going to show up now as a sensor 4 problem. If the problem is in the point sensor box, it's going to show up as a sensor 2 problem. That will enable us to determine which side of the system it is. That assumes the problem recurs exactly the way it happened before. But we think that will give us an important insight if the problem does reoccur as to what the potential cause is."Parsons explained it this way: "The scenarios would be, all four sensors work and you're good to go; sensor 4 shows a failure ... that would say there's a strong possibility we understand this completely and we're good to go because it's a wiring problem, an open in a wire, and we still have three sensors that are good."But if it came back as a sensor 2 problem, I think everybody would have to say wait a minute, whatever we've done hasn't really solved our issues and we need to step back and take another hard look at this. So what we've done is given ourselves another safety net, another way to take a look at this and make sure we really do understand this system and it is operating exactly like we think it should operate."But he said engineers "expect to have four of four sensors" operating Tuesday."We have talked in great detail about a rationale for flying with three of four sensors," he said. "We  are not complete with that. But in fact, if we had a failure of the sensor and we could understand the failure and it was a known failure that we expected based on the pin swap, then we might very well be willing to go fly with three of four sensors. There's good flight rationale behind that."But that remains an open question because not everyone believes NASA should change an LCC in the heat of a countdown. James Voss, a former astronaut and a CBS News consultant, reflected those views, saying "even though my personal feeling is it's probably safe, they can find ways to launch and it would still be a safe launch, with an anomaly that's unexplained like this, I don't think it's the right thing to do from a philosophical standpoint."Mike Wetmore, director of shuttle processing at the Kennedy Space Center, said the current plan calls for launch attempts July 26 and 27, after which the team would stand down for 48 hours to service the shuttle's electrical generators. Two more attempts could be made on July 29 and 31 if necessary, with fuel cell servicing in between.Discovery's launch window closes July 31. Nike Free 5.0 Women STORY WRITTEN FOR  & USED WITH PERMISSIONPosted: February 15, 2008Astronauts Rex Walheim and Stan Love are gearing up for a third and final spacewalk today, a planned six-and-a-half-hour excursion to mount a pair of science packages on the hull of the new Columbus research module and to move a faulty space station gyroscope to the shuttle Atlantis for return to Earth.The spacewalk, the 104th devoted to station assembly and maintenance since construction began in 1998, is scheduled to start around 8:40 a.m. when Walheim and Love, floating in the Quest airlock module, switch their spacesuits to battery power."The three main goals are to bring the two exposed payloads that the Europeans want on the outside of Columbus and attach them to Columbus," Walheim said in a NASA interview. "Also, we're going to bring back a control moment gyro, or a CMG, that had failed earlier in the space station program. (An earlier crew) replaced it, so there's a new one that's working, but we have to take the failed one back home."Stan's going to have quite the (robot) arm rides taking these payloads back and forth, and I'm going to assist him."If time is available at the end of the spacewalk, the astronauts plan to rub an improvised tool featuring a spacesuit glove wrapped around a socket wrench across a small impact crater seen earlier on an airlock handrail. The goal is to find out if rough edges around the tiny crater could be responsible for glove damage noted during recent spacewalks.One other possible "get-ahead" task involves a quick inspection of the station's right side solar alpha rotary joint, or SARJ, one of two that rotate outboard solar arrays to track the sun. The starboard SARJ has been shut down since late last year because of excessive vibration and internal contamination. "Rex and I will start at the airlock, we will make our way to the shuttle's payload bay, where the arm will be waiting for us, and it'll already have on it what we call the APFR - again, you are nothing at NASA without an acronym, articulating portable foot restraint - toe clip. It allows a person to stand and have a solid base for their feet somewhere, and there's a spot on the arm where you can put one of these things. That will be in place, I'll hop in there, and then we will start removing refrigerators, or refrigerator-sized objects."First will be SOLAR, which is a solar telescope that mounts on the outside of Columbus. It's like a little satellite ... but it gets its attitude control, its power and its data feed all through the space station, so it's a little satellite that mounts on the outside of space station. We will pick it up from the payload bay, there's one bolt that holds it in place, then riding the arm I will carry it up to Columbus. Once it's bolted in place - and driving that bolt connects all its power and data connections all at the same time - we'll back away."The SOLAR instrument package will be mounted on the upper of two attachment platforms on the outboard bulkhead of the Columbus module. At that point, the station arm will move Love to an external storage platform near the Quest airlock so he and Walheim can move the faulty gyroscope back to Atlantis for return to Earth."The space station holds its attitude in space using big, heavy gyroscopes and over the history of station we've had two of these fail," Love said. "The STS-118 crew removed the CMG-3, the CMG of interest here, and put it on a platform for us; we're bringing it home. So we'll go over by the airlock, grab that CMG, unbolt it, the arm will swing me over to the shuttle payload bay  and we'll plunk it down in the exact same slot that we pulled SOLAR out of because it's the same structural interface there."The space station uses four 500-pound control moment gyros to change its orientation in space without having to fire rocket thrusters. The devices are critical to space station operations and NASA wants to get the failed unit back to Earth so engineers can figure out what went wrong."Stan will come underneath that stowage platform and we'll remove some of the insulation that's around it so he can grab onto some handrails. Then I'll do the bolt and release it and then he can take it off back to the payload bay. When he gets a ride to the payload bay, I'll go scurry down there, free-floating as we call it - basically just walk with my hands - and get down there and help him put it back on the space shuttle?s carrier so that we can bring it home."With the CMG safely bolted down in the shuttle's cargo bay, "we'll move over to EuTEF (the European Technology Exposure Facility), which is an external exposure facility, basically, looking at how materials respond to being exposed to space for a long period of time; another little satellite that mounts on the outside of Columbus," Love said. "I'll pick it up, we'll unbolt it, we'll drag it up, riding the arm, up to Columbus and stick it on another External Payload Facility, bolt it in place, and then our EVA is done."The EuTEF package will be mounted on Columbus' lower external attachment bracket."We have some cleanup work - we have to move the toe clip off the arm, we're not allowed to leave it there; we have some safety tethers that we had strung on previous EVAs, we have to clean all that up since it's the last EVA of the flight. "In real generic terms, everything's back on except for our Elektron (oxygen generator) and they just wanted to wait and watch the computers for another day or two and make sure everything was good before they brought it back up. But that's almost nominal in terms of all the systems."U.S. and Russian mission managers plan to test the station's attitude control system Monday, between 9 a.m. and 10 a.m., to make sure the revived Russian guidance, navigation and control system computers can maintain the proper orientation using rocket thrusters. If that test goes well, the recovery from last week's computer problems will be virtually complete and the Atlantis astronauts likely will be cleared to undock as planned on Tuesday."From a data standpoint, there are a couple of things we want to look at," Ridings said. "We obviously haven't used the thrusters on the Russian segment since we had this (computer) issue. And so before we undock, which requires having our computers on the U.S. side and the Russian side talk to each other, we're going to do some checkout on (Monday)."The current plan is to go over on Russian thruster control and just hold our nominal ... attitude for 45 minutes or so, in which the thrusters have to fire to hold that attitude. And then we'll have checked out the communications at a very detailed level, make sure the thrusters are still talking to the computers and prove to ourselves we've done everything we can in order to undock safely."The shuttle astronauts today are gearing up for a fourth and final spacewalk to complete the activation of a powerful rotary joint on the right side of the station's main solar power truss that was installed last week along with the new S4 solar arrays. The solar alpha rotary joint, or SARJ, is designed to slowly turn outboard arrays like a huge paddlewheel to keep the solar blankets face-on to the sun. An identical joint on the left side of the main truss turns the port-side P4 arrays.Flight controllers plan to put the starboard SARJ through its paces Monday."The flight control team is going to do some checkout a little bit at the end of the day, they're going to turn on the busses, make sure they work, we're actually going to move the SARJ just a tiny bit, five degrees, we're not going to rotate all the way around. So we'll do a little bit of check out."We don't want to do it during crew sleep. Moving the SARJ, as you might imagine, creates a torque, it's a big joint. Because we haven't done the (attitude control) test, handover to the Russian segment to try out the thrusters, we don't want to create a lot of torque during crew sleep just in case it all doesn't work out the way we want it to and we've got to wake up the crews."On Monday, "we'll put the SARJ in an auto-track mode where it tracks the sun continuously," Ridings said. "We're going to do that kind of integrated with our attitude control plan. So if we see a very large torque in our control moment gyros, we've got a plan in place to hand over and have the orbiter control attitude for us and then do our thruster test and then go ahead and get back to our normal CMG attitude control."Before the SARJ can be activated, spacewalkers Steve Swanson and Patrick Forrester must verify the operation of a toothed gear drive motor called a drive lock assembly and remove a final few launch restraints. During initial checkout of the SARJ last week, flight controllers discovered commands to DLA-1 were actually going to DLA-2 and vice versa.Before beginning the SARJ work,Swanson and Forrester plan to install a television camera stanchion. After the SARJ activation is complete, the spacewalkers will stow a shuttle payload bay mounting pin called a drag link and install a rail stop on the end of the robot arm mobile transporter rails that run along the forward face of the S3/S4 truss segments.Turning to a variety of assembly get-ahead tasks, Swanson and Forrester plan to route a computer network cable along the outside of the Unity module that eventually will allow commands to be sent to Russian systems from the U.S. segment of the station. After that, the spacewalkers will adjust an S-band antenna system, open a newly installed hydrogen vent valve to permit the future operation of a new U.S. oxygen generator and tie down a debris shield.Airlock egress is scheduled for 12:38 p.m. For identification, Forrester's call sign is EV-3 and his suit features vertical dashes on the legs. Swanson's call sign is EV-4 and his spacesuit is marked with diagonal dashes. Astronaut James Reilly will serve as the spacewalk coordinator inside the shuttle Atlantis. Nike Zoom Kobe 4 STORY WRITTEN FOR  & USED WITH PERMISSIONPosted: August 4, 2007NASA's $420 million Phoenix Mars lander blasted off early today and began a 10-month voyage to the red planet, bound for the northern polar plains where scientists believe vast deposits of ice are hidden just beneath the frozen surface.Running a day late because of stormy weather that slowed launch processing, the United Launch Alliance Boeing 2 rocket roared to life at 5:26:34 a.m. and quickly climbed away from launch complex 17 at the Cape Canaveral Air Force Station. The international space station emerged from Earth's shadow seconds before liftoff, a brilliant "star" above the launch pad, and as the Delta 2 went supersonic, it streaked past Mars gleaming red in the morning sky 122 million miles away, a clearly visible target for NASA's newest robotic explorer.The Delta's first two stages performed normally to put the Phoenix lander and its interplanetary cruise stage into a preliminary parking orbit 106 miles up. A final boost by the lander's solid-fuel third stage motor took place on time about 84 minutes after launch to accelerate the spacecraft to the required departure velocity.A ground station at Goldstone, Calif., picked up telemetry from the spacecraft almost immediately - 9 seconds after its transmitter turned on - but it took a few minutes for word of a healthy spacecraft to filter out to reporters and other NASA managers not directly involved in the checkout procedure. But at an 11 a.m. news conference, officials said Phoenix was in near perfect health with all systems operating normally. The Delta 2 rocket put the craft on a near-ideal trajectory and if all goes well, Phoenix will reach Mars on May 25, 2008."While we're really happy that we now have ourselves on our way, that's great, it's 295 days to our entry, descent and landing where we get to do everything that was done today, but we do it in reverse," said Barry Goldstein, Phoenix project manager at the Jet Propulsion Laboratory in Pasadena, Calif. "We go from the velocity we're at now down to 5 mph in seven minutes. It'll be a lot of fun."Data collected by NASA's orbiting Mars Odyssey spacecraft indicates vast amounts of ice within a few feet of the surface of Mars at extreme northern latitudes, possibly the remnant of an ancient ocean. Phoenix is equipped with an eight-foot robot arm that can dig nearly two feet into the soil next to the lander to tap into that ice and deliver samples to compact instruments and furnaces that will look for signs of organic compounds.While the relatively low-cost Phoenix is not equipped with instruments to search for signs of biological activity, mission scientists are hopeful the spacecraft will be able to determine whether the environment at the ice-soil boundary represents a modern habitable zone."I see this mission as a stepping stone towards the search for life on other planets," said Peter Smith, principal investigator at the University of Arizona. "We're hoping to find a place that we consider really a habitable zone on Mars. To me, if we can find that out, that would be a tremendous success. We're also really interested in following up on the discovery of water ice by the Odyssey spacecraft in 2002 and trying to understand how the ice got there and what it's source was and what its history has been."NASA's Mars Pathfinder lander and rover and the two Mars Exploration Rovers currently weathering a global dust storm on opposite sides of the red planet were built to study the geology of Mars and to confirm the presence of surface water in the distant past. Phoenix will concentrate on water known to exist today."We want to understand the ice properties," Smith said. "This is a big part of Mars. It's part of the NASA theme of follow the water. Well, we're for the first time getting kind of a fist-full, so to speak, of water and soil and we're going to analyze it."We intend to go where we know there's ice near the surface. Our entire mission is trying to understand the history of this ice, in particular does it melt over time and provide a habitat for some sort of Martian biology?"Unlike NASA's hugely successful Mars Exploration Rovers, Phoenix will not bounce to a landing cocooned in protective airbags. Instead, it will use a dozen pulsing, computer-controlled rocket motors to make its final descent to a soft landing near the northern polar cap. The last time NASA tried that, the ill-fated Mars Polar Lander simply disappeared, the presumed victim of a premature engine shutdown.This time around, using hardware left over from the polar lander project and a subsequent mission that was canceled in the wake of the 1999 failure, NASA managers believe they have done all that can reasonably be expected to ensure success. Along with fixing the sensor/software glitch believed to be responsible for the Mars Polar Lander's demise, engineers with spacecraft builder Lockheed Martin and NASA's Jet Propulsion Laboratory found and fixed a variety of other shortcomings in an exhaustive effort to ensure success."This team has put an enormous amount of energy into retiring and finding all sorts of problems," Goldstein said before launch. "We are very confident that we basically have retired everything that we can think of. But the simple fact of the matter is, landing on Mars is difficult. Probably the most difficult thing about it is not the things we can think of, it's things we can't think of."I'm confident we have worked as hard as any group of people can. Am I confident in the landing? I'll be nervous. If my fingernails survive that day, it will be a miracle. It's not the things that we know that will hurt us. It's the things we don't know."But if the appropriately named Phoenix mission works, NASA will open a new chapter in its on-going exploration of Mars.Based on high-resolution images from the Mars Reconnaissance Orbiter, mission planners ruled out one landing site because of boulder fields that could cause major problems for a legged lander. The current landing zone is located at 67 degrees north latitude, roughly equivalent to Iceland or northern Siberia on Earth. MRO pictures indicate a very smooth terrain. The target landing ellipse measures 12 miles wide by 93 miles long. The entry, descent and landing profile is complex, fast-paced and computer controlled. At the time of landing, Earth and Mars will be 171 million miles apart, so far it will take radio signals 15.3 minutes to make a one-way trip. Data from Phoenix will be relayed back to Earth throughout the descent by NASA's Mars Odyssey and Mars Reconnaissance Orbiter, but realtime commanding will not be possible. Phoenix's survival will depend on its flight software, the martian weather, the terrain at the landing site and a certain amount of luck."Mars has been known as a spacecraft eater," Goldstein said. "We have been fairly successful recently with the MER (landers). But that doesn't make it any easier the next time around."Seven minutes before it hits the discernible atmosphere, Phoenix will separate from its interplanetary cruise stage and reorient itself to put its heat shield forward. Atmospheric entry will occur five minutes later at an altitude of 77.7 miles and a velocity of 3.5 miles per second. Over the next three minutes, the spacecraft will experience peak heating and a deceleration of 9.3 times the force of Earth's gravity at sea level.Now at an altitude of 7.8 miles, a large braking parachute will deploy and 15 seconds later, the no-longer-needed heat shield will fall away. The spacecraft's three landing legs will snap open and a radar altimeter will fire up to compute the spacecraft's altitude and sink rate.Then, in the most dramatic phase of the descent, the lander will separate from its parachute about 3,000 feet above the martian surface. Three seconds later, 12 small rocket motors will begin firing to slow the descent and bleed off horizontal velocity. Unlike the throttled engines on the Viking landers three decades ago, Phoenix relies on pulsing on-off cycles to control the craft's descent rate and orientation. The engines will shut down when sensors on the landing legs contact the surface.For 15 minutes, Phoenix will wait for any dust kicked up by landing to settle out before deploying its two fan-like circular solar arrays. A meteorology mast and the lander's main stereo camera will deploy and engineers will begin a complex sequence of operations to thoroughly check out the robot's systems.A successful soft landing "is a very difficult thing to do," Goldstein said. "We have gone away from the Pathfinder and MER (airbag) landing system for a reason. We have to have an ability to land a larger payload on the surface as we try to expand the Mars program. Eventually, there will have to be a landing system for people. They are not going to want to bounce around in airbags."Phoenix is designed to operate for at least three months and possibly longer. But engineers say the sort of extended life enjoyed by the Mars Exploration Rovers is not an option for Phoenix."The real killer is the ice caps coming down," Goldstein said. "We expect to be encased in solid CO2 at some point, according to what the scientists are telling us. Will we check to see if it thaws out and comes back to life (the following summer)? Credit: Ball AerospaceThe $1.5 billion mission of the NPP spacecraft will extend the data records from NASA's aging science observatories and serve as a gapfiller in NOAA's polar-orbiting weather satellite constellation for a half-decade while waiting for the next generation."There is value to knowing what tomorrow will bring. Whether by tomorrow we mean literally as in the weather forecast, or by tomorrow we mean something longer -- the future Earth environment that we can expect to be living in months, years, decades from now, and that our children and grandchildren will be living in," said Waleed Abdalati, NASA's chief scientist.The U.S. has been flying weather satellites that circle from pole to pole since the dawn of the space age. Unlike the geostationary platforms parked 22,300 miles above the Earth's equator that monitor only a portion of the planet, the polar birds fly much lower and survey the whole globe to see conditions develop and give warning of incoming storms."What happens in far away places matters in places where people live," said Abdalati.Friday's liftoff is targeted for 2:48 a.m. local time (5:48 a.m. EDT; 0948 GMT) from California's Vandenberg Air Force Base, located on the Pacific coastline about 140 miles northwest of Los Angeles.The venerable Delta 2 rocket, making its 151st and possibly last launch, has no further missions on the manifest. Maker United Launch Alliance has five more of the vehicles available for sales to the U.S. government and commercial satellite operators, but it remains to be seen if any will fly.For this its 50th ascent in service to NASA, the Delta 2 will haul the 2.5-ton payload into a 512-mile-high orbit tilted 98.7 degrees to the equator, enabling the craft to cover the entire planet."We get to watch it fly south over the Pacific Ocean and on into orbit, then we all rush back inside, tell our team on the east coast to get to work on flight ops, make sure we got into the correct orbit and our solar array deployed," said Scott Tennant, NPP program manager at satellite-builder Ball Aerospace."Then we party."    An artist's concept shows the Delta's second stage accelerating NPP into orbit. Construction of the craft's core structure was completed in 2005, but then came a lengthy delay to finish the state-of-the-art instruments.NPP carries five sensor packages to provide imagery, atmospheric temperature and humidity profiles, and land and ocean surface temperature observations, all of which are key ingredients for weather forecasting. In addition, the satellite will measure ozone levels and reflected solar radiation from the planet."The nation isn't always aware of the benefits of taxpayer investment into big projects like NPP. But with more sophisticated Earth observing sensors aboard NPP, the National Weather Service will be able to demonstrate this value by saving even more lives and reducing economic losses with more-accurate forecasters and longer lead times," said Jack Hayes, director of the National Weather Service.While NOAA uses NPP to test the vitality of the modernized sensors for watching the weather, NASA will add the satellite's measurements to its long-term compilation of climate data."People often confuse climate and weather. Weather is what's going to happen tomorrow or this upcoming weekend; climate is what happens over years and decades," said Jim Gleason, the NPP project scientist from NASA's Goddard Space Flight Center."Climate is long-term behavior, weather patterns over time. These are the patterns that make it easier to grow corn in Iowa than in Arizona. Simply put, climate is what you expect, weather is what you get."The three large science satellites in NASA's Earth Observing System -- Terra, Aqua and Aura -- were launched in ,  and , respectively, and won't last forever. NPP will continue writing their data records about the planet's atmosphere, oceans and vegetation during its planned five-year mission."NPP is a bridge to next-generation of Earth observing satellites that will provide climate data that are critical to NASA's Earth science research. Credit: United Launch AllianceThe Colorado-based rocket contractor announced Monday the completion of the critical design review for crew accommodations at the Atlas 5 rocket's Complex 41 launch pad at Cape Canaveral Air Force Station, Fla.The launch pad modifications are designed to allow Boeing's CST-100 crew capsule to lift off from the launch pad with astronauts."This was a critical milestone to ensure all elements are in place to begin the construction as early as this fall to support the Boeing team and crewed launches of CST-100 from SLC-41," said Ellen Plese, director of ULA human launch services, in a ULA statement. "As ULA was creating the innovative new design elements for the pad, human safety factors were the primary consideration."Boeing Co. is one of three companies bidding to win NASA funding to finish development of human-rated spacecraft to ferry astronauts to and from the International Space Station, ending U.S. reliance on Russia for crew transportation.NASA says it will select one or more companies to continue working on space taxis in August or September, leading to operational flights to the space station by the end of 2017.Boeing's CST-100 crew capsule is competing against SpaceX's Dragon spacecraft and the Dream Chaser lifting body space plane proposed by Sierra Nevada Corp. The CST-100 and Dream Chaser vehicles are designed to initially launch on ULA's Atlas 5 rocket, while SpaceX plans to launch the Dragon spacecraft on its own Falcon 9 booster.If Boeing or Sierra Nevada receive funding to complete development of their crew-carrying vehicles, ULA says construction at the Atlas 5 launch pad will kick off before the end of the year.Orlando, Fla.-based Hensel Phelps Construction Co. is leading the contractor team working on the Atlas 5 launch pad modifications.The changes planned for Complex 41 include a crew access tower and crew access arm with a white room for astronauts to climb through the hatch into a spacecraft mounted on top of the Atlas 5 launcher. Engineers also designed a crew escape system designed to whisk astronauts safely away from the rocket in case of a dangerous countdown mishap.The fixed crew access tower, standing more than 20 stories tall, will be built on the west side of the Atlas 5 launch pad, just a car width away from the mounting point for the rocket's mobile umbilical tower and launch platform.Technicians assemble the Atlas 5 rocket's booster stage, Centaur upper stage and payload inside the Vertical Integration Facility about 1,800 feet south of the launch pad. The rocket rolls to the launch pad on the eve of liftoff on top of a mobile launch table, which locks into place over the flame trench to connect the rocket with propellant plumbing and electrical power.Officials said the design of the launch pad upgrades so far has been specifically geared to support flights of the Boeing CST-100 spacecraft because the aerospace giant received more NASA funding than its competitors. NASA awarded agreements to Boeing, SpaceX and Sierra Nevada in August 2012 worth up to $460 million, $440 million and $212.5 million, respectively. The space agency added a cumulative $55 million to the awards in amendments posted last year.NASA pays the companies in installments upon completion of milestones such as hardware testing, financing and design reviews.SpaceX hopes to launch astronaut crews from Kennedy Space Center's launch pad 39A, the former Apollo and space shuttle launch facility. SpaceX signed a 20-year lease of the launch pad in April.Howard Biegler, human launch services lead for ULA, said last month the construction at Complex 41 will take about 18 months to complete.One of the first steps in construction -- if it gets the go-ahead -- will be to excavate about 30 feet of concrete, then drive 30-inch diameter pillars 105 feet into Florida bedrock.Workers will prepare seven segments comprising the main structure of the crew access tower, which will measure 20 feet by 20 feet, at a nearby staging point before transporting the steel sections to the launch pad between Atlas 5 launches for hoisting by a crane.Once construction teams add the crew access arm and steel cladding, ULA plans to hook up hydraulics and instrumentation while testing the system with a CST-100 mockup at the launch pad.The Atlas 5's busy manifest, filled with missions for the U.S. military, NASA and commercial customers, will continue unabated during the launch pad rework, according to Dan Collins, ULA's chief operating officer.Collins said 14 Atlas 5 launches are planned from the launch pad during the 18-month construction phase.Officials expect the launch pad crew accommodations under development for Boeing's CST-100 spacecraft could be adjusted to support Sierra Nevada's Dream Chaser if it flies."Boeing has been the customer that has moved forward, and that's why the design is focused right now on CST-100," Collins said."September of 2016 is when I will have everything built and ready to support commercial crew," Biegler told reporters on a tour of the launch pad.ULA is also working on an emergency detection system to be bolted to Atlas 5 rockets on crewed missions. Credit: ULAThe commercial contracts between ULA and prospective U.S. engine builders cover technical feasibility analyses, high-fidelity planning, schedule, cost and technical risk assessments, and cost estimates, ULA said in a statement released Monday.The announcement comes after a chorus of lawmakers and experts urged the U.S. launch industry to wean itself off of foreign propulsion systems in the wake of provocations from Russian deputy prime minister Dmitry Rogozin.ULA did not identify which companies will undertake the engine studies. Jessica Rye, a ULA spokesperson, also declined to say how many companies signed the contracts with the launch provider.The contracts are for early-stage studies of a hydrocarbon-fueled engine optimized for first stage propulsion with "aggressive recurring cost targets," according to ULA.All the engine concepts will support a first launch by 2019, and ULA expects to select a future concept and engine supplier by the fourth quarter of this year, the company said. ULA will evaluate the feasibility of the new engine concepts for both private investment and the potential for government-industry investment.ULA's Atlas 5 and Delta 4 rockets launch the U.S. government's most critical and costly national security satellites, plus many of NASA's robotic science missions and interplanetary probes.The kerosene-fueled RD-180 engine used on the first stage of ULA's Atlas 5 rocket is built by NPO Energomash in the Moscow region. U.S.-based RD AMROSS, a joint venture of Energomash and United Technologies Corp., imports the engines to the United States and supplies them to ULA for attachment to Atlas 5 booster stages at a rocket manufacturing plant in Decatur, Ala."While the RD-180 has been a remarkable success, we believe now is the right time for American investment in a domestic engine," Michael Gass, ULA's president and CEO. "At the same time, given that ULA is the only certified launch provider of our nation's most important satellites, it is critical that America preserve current capabilities and options while simultaneously pursuing this new engine."ULA said it will continue to work with RD AMROSS to "evaluate the long-term feasibility of the RD-180 in competition with the anticipated new engine." The companies are discussing product improvements, U.S. production of the RD-180 and "other enhancements" to ensure its future viability, the press release said."ULA has a number of very promising alternatives and we are working with the very best propulsion companies in America," said George Sowers, ULA's vice president of advanced programs and leader for the propulsion study. "There are many exciting advanced technologies that are mature and can be used to enhance our capabilities and our competitiveness."The RD-180 engine has logged a perfect record of 52 successful flights since 2000, including 46 missions on the Atlas 5.Monday's announcement by ULA makes it the second company reconsidering its reliance on Russian rocket propulsion. Orbital Sciences Corp., operator of the Antares launcher, is weighing a switch to a solid-fueled first stage for its commercial resupply missions to the International Space Station.Concerns over the use of Russian of rocket engines to launch U.S. military and intelligence-gathering payloads, an arrangement that attracted little criticism for nearly two decades, rose after Russia's annexation of Crimea.ULA rival SpaceX filed suit against the U.S. Air Force in late April asking a judge to overturn a sole-source $11 billion contract between ULA and the Pentagon for 28 satellite launches.SpaceX says it can launch the government's military communications, navigation and surveillance payloads at a fraction of the cost of ULA's rockets. But the Falcon 9 rocket operated by California-based SpaceX is not yet certified to launch the Pentagon's most expensive and unique payloads, and Air Force officials have said they will not give a launch contract to SpaceX until it is certified.A federal judge initially issued an injunction barring ULA and the Air Force from purchasing new rocket engines from Russia after SpaceX raised questions whether payments for the engines benefited Russian deputy prime minister Dmitry Rogozin, who was sanctioned by President Barack Obama along with other top Russian politicians after Russia's incursion into Ukraine.The injunction against RD-180 imports was lifted a week later after U.S. government officials assured the judge the engine trade did not violate sanctions levied against Rogozin.    An RD-180 engine fires on a test stand at NASA's Marshall Space Flight Center in 1998. Credit: NASARogozin, whose purview includes Russia's space and defense industries, then held a May 13 press conference declaring that Russia would no longer sell RD-180 engines for use on U.S. military satellite launches.Air Force and ULA officials have said they have received no formal notification that Russia will cease RD-180 engine exports to the United States.Executives from ULA, RD AMROSS and NPO Energomash met May 30 in Frankfurt, Germany, to discuss the status of RD-180 engine production in Russia, according to Dan Collins, ULA's chief operating officer, who described the meeting as a "good day-long conversation."Collins said the meeting adjourned with no notice of any disruption to the RD-180 engine supply from Russia."We're working very well together, and they're continuing to supply engines," Collins said. "We're looking forward to getting more them in here in the not-too-distant future."Gass told reporters in May that five RD-180 engines were due to arrive in the United States by the end of 2014. Fifteen RD-180s are currently in the country awaiting launch on Atlas 5 rockets.A commission of aerospace experts, chaired by retired Air Force Maj. Gen. Mitch Mitchell, impaneled by Defense Secretary Chuck Hagel this spring to study the Russian engine predicament recommended the Pentagon back the development of a new liquid-fueled engine with similar performance to the RD-180, which generates about 860,000 pounds of thrust at sea level.House and Senate lawmakers have proposed funding for a new liquid-fueled U.S.-built rocket engine to replace the RD-180, directing the Pentagon oversee the development in partnership with NASA.Known as the "Mitchell report," the Defense Department study concluded the new U.S.-made engine should burn hydrocarbon propellants, but it does not specify which type of hydrocarbon -- highly refined rocket-grade RP-1 kerosene or liquid methane. The engine would burn liquid oxygen along with kerosene or methane fuel for combustion.ULA's statement issued Monday also does not distinguish between kerosene or methane for the next-generation engine concept studies contracted with American propulsion providers.Gen. William Shelton, the outgoing head of U.S. Air Force Space Command, said last month he also backed the development of a large U.S. rocket engine. Shelton and Mitchell panel agreed that a new U.S.-built engine was preferable to producing the Russian-designed RD-180 engine in the United States.Although estimates from the Air Force, industry and independent experts differ, most predict it could take five-to-eight years and cost more than $1 billion to develop a U.S.-built replacement for the RD-180 engine.The panel chaired by Gen. Credit: NASA/KSCBut further upgrades to ULA's rocket upper stages, including concepts to build long-duration deep space tugs and propellant depots, may take a back seat as focus grows on developing a powerful U.S.-built booster engine to end reliance on Russian propulsion.The first flight of the RL10C upper stage engine is scheduled for an Atlas 5 launch from Vandenberg Air Force Base, Calif., in December. The flight will place a classified payload for the National Reconnaissance Office into orbit in a mission designated NROL-35 by the U.S. government's spy satellite agency.Developed with U.S. Air Force funding and private investment, the Aerojet Rocketdyne RL10C engine will accelerate satellites into orbit after boosts from first stage engines on the Atlas 5 and Delta 4 rocket.Designed to burn a mix of liquid hydrogen and liquid oxygen propellants, the engine passed final flight qualification in June 2013, and the RL10C's first flight is set for December, said Bernard Kutter, a manager in ULA's advanced programs division."The RL10C engine is fully qualified and can be used on either Atlas or Delta," said George Sowers, ULA's vice president of strategic architecture.Sowers said the RL10C will become the standard upper stage engine for all of the company's Atlas 5 and Delta 4 launches. An exception will be for the two-engine version of the Atlas 5's Centaur upper stage, which will continue flying with the RL10A-4-2 version of the engine.The shape of the RL10C's bell-shaped nozzle prevents two of the engines from being placed side-by-side in a dual-engine configuration, Sowers said.The Delta 4 rocket's upper stage is powered by an RL10B-2 engine, which features a carbon-carbon nozzle extension and other upgrades to raise thrust and specific impulse, the measure of a rocket engine's efficiency.ULA is developing the dual-engine Centaur stage to launch crews and cargo on commercial missions to the International Space Station. Credit: NASA/KSCAccording to Sowers, the switch to the RL10C engine will not raise the risk of groundings of both of ULA's rocket families in the event of a problem with the upper stage engine."We have that problem today because an RL10A and an RL10B have an awful lot of commonality," Sowers said. "Having more commonality could, in some ways, actually enhance how we can rapidly resolve anomalies because you don't have to figure out the differences. Are the differences relevant? So we don't really see any drawbacks."When a fuel leak in an RL10B engine on a Delta 4 rocket threatened to prevent the launcher from placing its GPS navigation payload in the correct orbit, ULA delayed several downstream Delta 4 missions during an investigation into the anomaly. Atlas 5 rockets fitted with the RL10A engine were cleared to continue flying.The Delta 4 rocket stricken with the fuel leak ended up deploying the GPS satellite in the targeted orbit despite the problem.The benefits of the switch to RL10C engines include cost reductions and better management of ULA's engine inventory."There are cetainly cost benefits to having commonality," Sowers said. "Another real benefit is being able to use the inventory of RL10B engines inherited from Boeing on both vehicles."Boeing developed the Delta 4 rocket before merging with Lockheed Martin's Atlas program to form United Launch Alliance in 2006. Boeing had a stockpile of RL10B engines left over from canceled launches during the contraction of the commercial satellite industry in the early 2000s, plus lost contracts and delays in the readiness of military payloads.Sowers said Aerojet Rocketdyne is converting their inventory of RL10B engines to the RL10C version to allow them to fly on either the Atlas 5 or Delta 4 rocket. The conversion permits the companies to reduce the build rate of the RL10A engine for only designated missions, such as dual-engine Centaur flights with space station crews or cargo.The modifications include installing avionics for active propellant mixture control, a capability currently on the Atlas 5's RL10A engines but not on the Delta 4's RL10B version. The change will allow the Delta 4 to carry up to 200 pounds of additional payload on certain missions, according to a user's guide posted on ULA's website.The RL10C also introduces a redundant dual direct spark ignition system -- a standard on the Atlas 5's RL10A engine -- to the Delta 4 rocket family.    File photo of an RL10 engine on a Delta 4 rocket's second stage. The Atlas 5's RL10C engine will fly with a truncated nozzle."The original plan was to go to all RL10Cs, but when the commercial crew program came along, it had some unique requirements that drove the need to retain the RL10A capability," Sowers said.ULA also has plans to develop a larger 5-meter (16.4-foot) diameter upper stage with two RL10C engines. Called the Advanced Common Evolved Stage, or ACES, the upper stage would have a longer lifetime in space, capable of serving as an Earth departure stage for deep space missions or as a propellant depot.But Sowers said the ACES development could be put on hold as Congress and the Air Force focus on building a new U.S. rocket engine to replace the Russian RD-180 engine used on the first stage of ULA's Atlas 5 rocket."The common upper stage is something we've been studying for years and years," Sowers said. "It's still definitely in our planning. If you asked me six months ago, I would have said the next thing we want to do in terms of upgrading our vehicles is the upper stage. Now I might say the booster engine is the next thing we need to work on."One design feature of the upgraded ACES system is a variable-thrust hydrogen-fueled aluminum thruster. It is set for a demonstration launch in 2016. The thruster will be fed by waste gases from the upper stage's propellant tanks, which would otherwise be discarded.Sowers said the thruster will allow the upper stage to de-orbit without devoting precious propellant reserves to do the job, removing a performance penalty."All the boil-off we normally have, we can run through that for a safe disposal," Sowers said. "Disposing of upper stages is becoming more and more important because of the debris and junk up there.
